20070609 State Convention 2

This convention was held at the South Towne Center in Salt Lake county.

6/9/2007 12:32:31 PM Introductions Grant Misbach “This is an honor to address you in this great convention. This is my first opportunity to do this. I am definitely a dark horse to be realistic. I don’t have time to explain everything, but I will tell you that 7 years ago as a common citizen I tried to get a law passed for protecting children.
It took 2 years of getting passed in the House but did not come forward in the Senate. This was eye opening for me. I decided that the best thing that I could do would be to help bring about reforms in the political process. I have been trying to do that.
Legislators will give up gifts when pigs fly was an article a long time ago. I believe that we are getting better. The Governor has helped in this area. I am glad that he took a stand on this issue. I wish he were still here to thank personally.
The resolution that I am sponsoring is on good government and raising the standards. This issue is dead last on the agenda. I have pled with the party to allow us to debate and vote on this issue.
What is more distressing is that the resolution has been altered without my permission. We are doing very well, but can be doing better. Please stay so we can explain and work through this. I believe that if we vote on this it will send a strong message to the legislature. Thank you very much.”
6/9/2007 12:38:23 PM Business Enid Greene We need the poll watchers who are designated from the candidates. You need to assign someone so that we can meet our obligations. Now on to the Chair candidates.
6/9/2007 12:39:11 PM Nomination Seth I am proud to nominate Steve Harmsen.
6/9/2007 12:39:25 PM Nomination
6/9/2007 12:39:29 PM Nomination Chab Booth Nominate Steve Harmsen. He is accessible and hard working.
6/9/2007 12:39:51 PM Nomination Janet Tobias Very proud to nominate
6/9/2007 12:40:04 PM Nomination Kathryn Steve Harmsen will work for me.
6/9/2007 12:40:24 PM Nomination Spencer Mitchell Known from private sector.
6/9/2007 12:40:43 PM Introductions Steve Harmsen “My wife Kelly who have held my signs for 35 years now. Let us thank the volunteers who make this possible. I want to thank all those who have just nominated me. It is you and only you that I want to represent. You do this because you care. You have been empowered to make decisions that will set the course for years to come.
I am interviewing with you now for this position. The job of coach is never easy as Sloan would tell you. We have to work together. You the delegates are our 3300 great players. Without a good coach we are not a team. You have to get the best out of the team. I want to share my vision of the future. I want to show that Utah is a Republican state. I will let the state know about our successes. How many of you know of what we have done well.
I am tired of listening to what the Tribune and Daily News have to say about our party. I will see that our party has influence beyond this election. The state delegates will have a stronger voice. Unified Republicans communicating with each other.
I have the record to bring money and solutions to the table. I will put together a hard working staff. My commitment is to al lof Utah and not just special interest groups. I live in salt lake county but my stores reach across this whole state.
I believe the loyalty of the party chairman is not just to money or friends. You are the 300 pound gorilla. I promise that you will be heard. As your coach I will run the plays and get results. I will make sure that this is an open and fair party. Today you can say Steve harmsen, you are hired.”
6/9/2007 12:46:16 PM Introductions Ronald Levine “We need the representative from the state of Utah to be common. I am finding problems. You have seen me as a friend. I would like to talk to you as a friend.
I am a citizen activist and do this on my own. I saw that Ron Paul was running. He is very constitutional. He has always done the right thing. I was told that would have to raise 300.00 to run. We should not have to ask our candidates to pay our debt. I spent 250.00 to get a suite here. The price has been raised to 10,000.00. The state delegate list was going to be charged for even more.
I want to encourage more people. If you want leadership, don’t vote for me. I am not a leader. You too are not leaders. You are delegates who represent your precinct and that is who really runs our party. The voting power rests with the Republican voters of Utah. I have heard that it is so difficult to find a good candidate. We have limited access to information that should be open.
This is what I do as a political activist. I made up this T-Shirt of George Washington crossing the Deleware. This was hard fought for. We are about to give this up. We are giving it up to the immigration issues. You should look at www.ronpaul.com like it says on my shirt.
There is something very wrong in this country. A champion needs to be fair and give everyone a chance. I want to raise so much money by making it on the Internet at booths. I am going to have so many ways for people to vote with their dollars in all the different places that I can. We don’t just hand off our support to people we need to get the Party together. We could fund our own activities. We could raise millions of dollars”
6/9/2007 12:53:20 PM Introductions Chris Laurence “I am chris Laurence. I went to BYU, Harry Reid went to Utah State. Supposedly people are worried about Romney pushing Mormonism as president like he did with MA. (joke). We have a great state here in Utah. The vice-president gets cheered and not jeered.
I have heard it said that Mormons won’t leave you alone. Let us hope that Mitt Romney can be President.
As party chair I see my job as being a good host. My wife is from Russia and heard the Tabernacle Choir. Thank you.
I attended law school in Pepperdine University. All are equal through the law. Immigrants want to fit in and learn the language. We need to treat people nicely.
I am in favor of enforcing the border. I would like us to start an outreach to bring more immigrants in to the party. Everyone should feel welcome to be part of the party. My name is Chris Laurence. Thank you.”
6/9/2007 12:59:29 PM Nomination Clair Ellis I support Stan enthusiastically. He is clear thinking.
6/9/2007 1:00:07 PM Nomination Candace Daly I support Stan because he has the experience for Chair.
6/9/2007 1:00:24 PM Nomination Mark Walker I recently won my election by 18 votes. He supports candidates who are running. He helped me and I encourage you to vote for Stan.
6/9/2007 1:00:52 PM Nomination Steve White I support Stan who has raised over 1 million dollars. He is a good fundraiser.
6/9/2007 1:01:14 PM Nomination I support Stan for his leadership in the Utah County Party.
6/9/2007 1:01:31 PM Nomination John Valentine I support Stan who can get Republicans elected in 2008
6/9/2007 1:01:50 PM Nomination Mark Shurtleff I support Stan because of his mind and memory. He will know you. On the grassroots he will help you feel you are participating. He will bring in finance and finally I support his spirit.
6/9/2007 1:02:48 PM Introductions Stan Lockhart “I planted a lot of people in the audience today. I will be brief and to the point. I have enjoyed meeting with you. We need to wkr hard to get Republicans elected in 2008. I will spend a great deal of time and effort on it. I have been asked why I would want to do this on the State level.
I believe in the principles that we stand for. They are articulated in our platform. There is a proper role in government. We believe in smaller government, limited tax, life, and protecting our borders. Please go the site and re-read the platform. I submit my name to you for party chair.
Sometimes it seems that experience and politics qualify for the job. You can always vote for someone who has more experience and connections. The real question is, can I be fair and impartial. All who have worked with me know that they have been treated fairly. I can tell you quickly in the first 3 things. I will call all County Chairs and determine what is needed. I will help candidates and work together on their calendar. I will raise a lot of money. I am pretty good at it. I prefer there should not be as much money, but the only way to get it out is through funding. I urged you to join me today.”
6/9/2007 1:07:08 PM Nomination Mark Crockett I am here to represent a good friend, Aaron Bludworth. For those of you who may not remember, this race is not about the ability to raise money. The elephant in this room is about trust. There are many people who would like to donate because they believe, but they don’t know that they can trust us. We need to make sure that we can pick someone who is above the fray. No lobbyist and infighters. I apologize for clarity. The reason that I am supporting Aaron I have had only one person who has looked for a position that would lose him money. We need someone with a fresh face and the ability to organize. Aaron Bludworth.
6/9/2007 1:09:36 PM Nomination Laura I wanted to be here for Aaron because he has helped me run a campaign. I give you Aaron.
6/9/2007 1:10:13 PM Nomination I am a voting delegate. I am voting Aaron. He is not conflicted. He stands for what he believes in. He is independent.
6/9/2007 1:10:54 PM Introductions Aaron Bludworth “I want to thank and recognize my fellow candidates. It has been a good and clean race. President Bush said of Ronald Reagan, “”please are generally good and believe in the golden rule. America is not just a place but the hope of the world”” We have the obligation to take this message forward. Utah is the hope of the nation and the Republicans are the hope of Utah. We have a message. As I have met with you I have noted you are not happy with the satus quo. You want change. You can believe in us.
We need to fund raise and get a lot of money. Our state party needs to have 1 million dollars. We need to recruit good candidates. Those who are honest and have integrity. Laura Miller took a seat back that we did not have for 16 years. We need to inspire these people and get them elected.
We need to be united. We need to take our energy away from in fighting and working against the Democrats. We need independent leaders who are not pursuing our own agenda.”
6/9/2007 1:14:47 PM Business Enid Greene Ballot instructions from Ivan Dubois
6/9/2007 1:15:07 PM Business Ivan Dubois “These are the quick instructions. We will have multiple ballots. There are 3 races. Presidential vote. All needed to win is 50% + 1. The first round is the President, Chair and Vice Chair. It may be necessary to second ballot Chair and Vice Chair. Should a second round happen the top 3 candidates will advance. If after the second round there is no clear winner then the third round run off will happen.
No write ins, unmarks or wrong color ballot will be accepted.
Nancy Lord votes will be considered spoiled ballots as she has withdrawn.”
6/9/2007 1:35:18 PM Ballot
6/9/2007 1:35:24 PM Business Enid Greene Please return to the floor quickly so we can move on with business. I would like to introduce Shelly Lock. She is the Young Mother of the Year.
6/9/2007 1:37:18 PM Introductions Shelly Lock I am so glad to introduce Rich Gaylen. Has worked in DC in a number of capacities. Mr Gailin helped them develop their infrastructure. He has significant business background and is helping develop ventures in the middle east. Mullings.com is his newsletter. He is respected by both sides of the spectrum and has been on numerous shows. He and his wife have been married for 34 years.
6/9/2007 1:39:46 PM Ballot Enid Greene Closed
6/9/2007 1:40:07 PM Speaker “Consider me the middle time entertainment. For those who have not looked outside this is a beautiful spring day. Thank you for coming to do this. . . Newt Gingrich made a strong organization for the grassroots efforts of GoPac. This is all background noise of things sent back to here from Washington. I want to compliment your delegation. They are incredibly important to the entire country. You know what your Senators have done. Chris Cannon and Rob Bishop are outstanding as well. The place is full of a lot of Type A personalities. You get there as a freshman and you have to look around for how to move forward. In the House your representatives are looked to for ideas and council. They are not in the spotlight for it though.
If you watched the debates for the Democrats in NH then you would have heard Hillary’s latest explanation of her Iraq position. If you read what she actually voted for – “”Authorization for use of military force in Iraq””. She somehow got confused as to what that meant I guess.”
6/9/2007 2:02:16 PM Business Enid Greene Thank you Rich. Bill Conder from Lions Club
6/9/2007 2:02:51 PM Business Bill Condor I representative the Lions club. Our charter is preservation. We are collecting used eye glasses. At each convention we are going to be here to collect eye glasses. Today the Utah College Republicans are here to help you donate them. Thank you.
6/9/2007 2:03:58 PM Business Enid Greene We are now going to move to the Constitution and Bylaws amendment section.
6/9/2007 2:04:28 PM Business Dana Dickson We have a lot of things to move through.
6/9/2007 2:05:42 PM Information Kevin Neutrality of party officers. I believe that they should be neutral however I do not believe that they need to be neutral as it regards the US presidential race. Within the state they should be neutral, but beyond the state it should be okay. There is nothing that we gain from tying their hands at the national convention.
6/9/2007 2:07:57 PM Business Dana Dickson -reading text-

6/9/2007 2:21:47 PM Business Enid Greene Lost keys
6/9/2007 2:22:22 PM Point of Information Why were these amendments not submitted in the appropriate timeframe May 12 vs May 10.
6/9/2007 2:23:23 PM Business Dana Dickson We use Roberts Rules of order and wish to allow ourselves to be able to use other governing rules to run our party.
6/9/2007 2:24:02 PM Motion Accept
6/9/2007 2:24:12 PM Second
6/9/2007 2:24:16 PM Call the Question Nays have it
6/9/2007 2:25:43 PM Against Don Larsen This is a big change. The central committee has created standing rules that are outside of our governing documents. If we change this to primary then there will be any other expedient and by caveat changes. Please vote no to this.
6/9/2007 2:26:57 PM Favor In light of the explanation I would move that we amend this to include Roberts in order to facilitate the expressed need.
6/9/2007 2:29:03 PM Point of Information Doesn’t this amendment conflict with Article XIII?
6/9/2007 2:29:34 PM Answer Enid Greene it doesn’t conflict
6/9/2007 2:30:07 PM Call the Question On the amendment
6/9/2007 2:30:30 PM Point of Information Are we allowed to amend here on the floor?

6/9/2007 2:31:56 PM Quorum Call
6/9/2007 2:32:55 PM Business Enid Greene I will declare Quorum. It will take 2/3 to override.
6/9/2007 2:33:36 PM Point of Order Amending amendment and now need to vote to accept amendment in the Preamble.
6/9/2007 2:34:09 PM Vote Dana Dickson Ayes have it.
6/9/2007 2:34:31 PM Business Dana Dickson Amendment of committee name
6/9/2007 2:34:49 PM Information Clair Ellis It is semantic and clerical just to recognize that the function is focused on convention issues.
6/9/2007 2:36:49 PM Call the Question Ayes have it.
6/9/2007 2:36:58 PM Vote Ayes have it.
6/9/2007 2:37:36 PM Business Dana Dickson We wanted to give them additional assignments. Most of the other States in the country have this requirement.
6/9/2007 2:38:17 PM Motion Todd Weiller Amend this amendment to include reporting to the State Central Committee.
6/9/2007 2:39:24 PM Point of Information Lowell Nelson Why was this language not added to the article and section versus adding a whole new section?
6/9/2007 2:41:07 PM Motion Friendly amendment to include
6/9/2007 2:42:16 PM Against All amendments were to be proposed so that we can know what we are voting on.
6/9/2007 2:42:50 PM Explanation Enid Greene Anything that is in order can be done. We can freely offer any amendments without having to meet the may 10 deadline. We allow ourselves to vote up and down on amendments.
6/9/2007 2:44:01 PM Call the Question Ayes have it to end debate on Todd’s original amendment.
6/9/2007 2:44:40 PM Vote Ayes have it.
6/9/2007 2:45:37 PM Motion Don The party officers shall report their fund raising on a quarterly basis.
6/9/2007 2:47:10 PM Business Enid Greene That section of your amendment is out of order since the description of the duties of the officers is in another section of the bylaws.
6/9/2007 2:48:18 PM Call the Question Ayes have it
6/9/2007 2:48:32 PM Vote Ayes have it and amended amendment passes.
6/9/2007 2:49:06 PM Business Dana Dickson shall versus may.
6/9/2007 2:49:27 PM Discussion I am concerned that delegates are not required to vote. We should not allow our delegates to bow out.
6/9/2007 2:49:51 PM Call the Question Ayes have it.
6/9/2007 2:50:03 PM Vote Dana Dickson Accept the amendment. Motion fails, the amendment to the Constitution does not pass due to lack of 2/3 vote.
6/9/2007 2:51:20 PM Business Dana Dickson Caucus and Convention procedures amendments.
6/9/2007 2:54:16 PM Motion Tom Clay We separate the amendments in to 2 sections.
6/9/2007 2:53:26 PM Call the Question Dana Dickson Ayes have it. We are ending discussion of dividing in to 2 sections.
6/9/2007 2:53:45 PM Vote Motion fails. We do not have enough votes to separate the 2 sections.
6/9/2007 2:55:19 PM Business Dana Dickson We will now allow for/against.
6/9/2007 2:57:49 PM Favor “This excludes a number of precincts within Salt Lake. All these delegates who are allocated to these precincts are not here. We need to stop jury mandering. There is also disproportionate representation. One delegate represents 25 versus my one delegate that represents 100s.
If you are worried about dilution please know that everyone wants to be a delegate and not a chair in my precinct. We would like these to be obtained through a clearner process.”
6/9/2007 2:57:51 PM Against There is nothing in here that states the objective of this amendment. This allows each county to create their own method. They may have just appointment on the county level. This is a repeat of last years amendment which was flawed. Lets take it back to the drawing board. Please vote no.
6/9/2007 3:02:15 PM Information “This appears to have come about during the past few years we have been using a flawed formula. When boundaries and sizes change due to growth we have to be flexible. My understanding was that the counties would get rewarded for their representation due to past experience and would also take in to account new population.
The problem that we are trying to overcome in Salt Lake County is to rebalance the ability to allocate Republican strength where it makes sense.”
6/9/2007 3:02:03 PM Favor We are losing votes and the ability to represent ourselves. We need to be able to combine some of these smaller precincts on the grassroots level.
6/9/2007 3:03:11 PM Motion Propose an amendment. Strike C2 amendment.
6/9/2007 3:05:01 PM Point of Information Lowell Nelson Every precinct gets at least 1 delegate. Why keep the second without the first.
6/9/2007 3:06:04 PM Favor “I have a precinct that will be affected by this. So many of my delegates will be lost because they are “”unaffiliated””. I am in favor of striking C2.”
6/9/2007 3:06:58 PM Point of Order Clair Ellis Can the Convention amend here on the floor versus ratify what the committee has decided on? Otherwise the language is at risk.
6/9/2007 3:08:10 PM Explanation Dana Dickson We can amend by a 2/3 vote the constitution without having to go through the committee.
6/9/2007 3:08:40 PM Call the Question Dana Dickson End debate for the motion to Strike C2 amendment.
6/9/2007 3:09:18 PM Vote Dana Dickson Ayes have it.
