6/13/2009 10:16:51 AM Credential Curt Bramble “Preliminary credential report. 1242 at 10am out of 3401 potential. Marco Diaz asked for leave to receive credentials outside of the time frame.
One challenge brought by Dale Kay to substitute Washington County delegates. Mr. Kay is not a delegate himself and did not present any evidence to substantiate his claim. This has to do with substitution of delegates and the County complied with their bylaws.
Motion, Second, vote. Carries by vote.”
6/13/2009 10:22:45 AM Question What is the time frame requirement.
6/13/2009 10:23:00 AM Credential Curt Bramble Our bylaws don’t preclude replacement all the way up until the convention. The 14 days in advance is for helping us to manage names better.
6/13/2009 10:24:57 AM Question May we have the list of substitue delegates?
6/13/2009 10:25:55 AM Credential Curt Bramble Not here and now but later.
6/13/2009 10:26:10 AM Rules Jack Powers “Worked with everyone to make this a positive and orderly convention. We have worked harder than any other committee. We wanted to make this as smooth as possible. We modified the rules to allow balloons.
We also modified debate time on rule 8.
We also modified rule so we could work through agenda quicker.
Rule 10 change from 3 minutes to 5 minutes. I place the rules before the committee.”
6/13/2009 10:33:48 AM Rules Stan Lockhart Accept amended Rules by Credential vote.
6/13/2009 10:34:26 AM Information Stan Lockhart Motion to approve the agenda.
6/13/2009 10:36:21 AM Motion The reports are secondary to the goals of changing the resolutions for our party. I would amend the resolution to change the order of the agenda.
6/13/2009 10:36:47 AM Second In consideration of the attendees.
6/13/2009 10:37:07 AM Against Our guests should not be pushed to the back. We should accept there offering and talks.
6/13/2009 10:38:13 AM Call the Question
6/13/2009 10:38:40 AM Vote Move speakers back. Motion Fails.
6/13/2009 10:39:04 AM Call the Question Cut off debate.
6/13/2009 10:41:56 AM Report Stan Lockhart “(very emotional – standing ovation). Our ways have been given to us by God not by man or anyone else. I have spent the last 2 years preaching the message. I have traveled and spoken to all. Freedom and liberty are never out of style.
Two days ago I was in a debate at Weber State in front of 16 year olds. Wayne Hall and I debated their questions. Over and over again he said that government can do it better. I just quoted from our documents and the Constitution and the infinite worth of human beings. Those 16 year olds got it. They responded well. At the end I said to them that the reason that we believe in this is that in the heart of everyone is freedom. They responded. The Democrat chair nominated me for President. The point is this. The media says that the youth love Obama and socialism. I say that is a crock of baloney. If we teach them what it means to be free they will respond.
So, by the end of today you will have a new chairman. I appreciate you. All the work you did. As a party we have succeeded in this State because of all that you have done. You are in charge of this convention as a body. No one faction or individual. I will do my best to interpret but we want to do your work here. One simple thing I ask is that we be civil. Please do not do the booing or some other demonstration today.
I now ask a favor. We will be passing the fund raising hat around. If you can find 5, 50 or 1000 we want you to contribute and help out the new chairman.
I have some awards so I have six individuals. Janine Holt, Marian, and Niel to come forward. Marian has served for several decades including county chair for last 8 years.
Janine 15 great years in Washington county.
Niala Dayton has served in Dade county and has been a great treasurer. 11 years with United Way as treasurer.
Paul Skee – while I was running. He asked many questions and still randomly called and supported me throughout the last two years. He is on dialysis now and won’t be with us much longer.
David Simmons and Steve Price. These 2 are the chairs of the Ronald Reagan club and the reason we were able to raise 2 million during the last two years. They ask for nothing in return. I like to think it is because they have the same conviction to the platform.
With a new Chairman there will be new chairs of the club and we hope they have your help.”
6/13/2009 10:58:55 AM Report Senator Hatch Present Award to Stan Lockhart. He is a man of conviction, character and enthusiasm. He has devoted many ours to the success of our party. Many have stated that the only way to find joy is in service. Stan has served the people and ideals of Utah. I am thankful personally. A couple of gifts – crystal gavel.
6/13/2009 11:01:53 AM Report Bruce Hough “It is a job of tremendous feat. It is not easy to step up. We hold these truths to be self-evident. The truths are from our maker and higher authority. All good laws are based on this. It gives us the right to choose with whom we affiliate. It is a moral foundation of our political system. All men are created equal and endowed with . . . Governments derive their just powers from the consent of the governed.
You were elected to govern this party. I am proud to be a partisan. This word is sometimes used in an ugly way. I am proud to be a partisan of the Republican party. I choose to stand up with my party. We should stand up for something. What do we believe?
I would commend you to review the national platform. There are fundamental things. A strong national defense: immigration, deal with those in various parts of the world. We have to keep this nation secure as a number one obligation.
We also believe in limited government. If the rights are not delineated in the constitution, the rights are left to the states.
Lower taxation. Economic prosperity, we have to keep the tax rate down. Finally we believe in individual responsibility. We do not need a government to determine our future. We believe in the individuals right to make these things a part of our life. We lose our way and we squandered our holding of president and congress. We lost it. We should be civil, courteous and kind. We must not let politeness subvert our principles.
3 parts of this party. You, the elected officials and the organization of the party of utah. We exist to help your candidates to get elected. Our role is to get our party members elected. We will not agree with everything that our officials do. You don’t shoot the race horse that has won 7 out of 10 elections.
Let’s make sure that next time our delegates show up. Let me close by introducing Enid Greene Mickelsen.”
6/13/2009 11:09:58 AM Report Enid Mickelsen “I had a conversation with an ardent Democrat. He had a problem and didn’t know what to do. He had some money from his grandfather didn’t want to spend on Democrat signs OR big screen TV. He loves his children and I told him to put them in his kids college accounts. He said they would get scholarships from someone else and I said that was why I was Republican and he was Democrat.
Reagan said that the ultimate struggle will be test of will and ideas. We live in a time where we have a president trying to lead us to European socialism while the europeans are running away from it.
We believe what the majority of Americans believe in. We need to go out and talk to our neighbors, friends and family. They are Republican in their hearts and ideas they just don’t know it. The country has never needed Republican principles more.
Ford said, “”If the government is big enough to give you what you want they are big enough to take way what you have.””
What will stop Washington is us. The people of the United States. Abraham Lincoln said, “”if the people are given the truth they will lead to independence. You must bring them the real facts.”” Mr. Obama we are not children to be placated with all the goodies now and no stomach ache later. We are citizens who should demand the truth. We must speak out and tell the real facts. So we will make the right choices.
Some say Republicans don’t have a leader and are in disarray. Right now what we need is not 1 voice but we need more than 1200 voices. We need many millions of voices that are rising up and speaking the Real Facts.
One word of caution. We do not yield in our principles to be popular. As we share our principles with others we need to be happy warriors. Was there ever a man with a sunnier disposition. It is easy to be a little shrill and sound angry, but Reagan was pleasant and people wanted to come with him. Kind unassuming persuasion should ever be adopted. First convince him that you are their true friend. We must conduct ourselves with dignity and not compromise. We must show them why we are happy to be Republicans.
It is a great honor and privilege to represent this state. I can only pity those who are from other states where budgets are falling apart and their principles are shifting. I can say I am from Utah and tell them what our Party is doing. Thank you for the opportunity to spread Utah conservatism. Let us show them we have the answers.”
6/13/2009 11:20:37 AM Credential Curt Bramble “1865 delegates today of 3401 so we have just 55% attendance. If you have lost credentials or ballot, go to the table. There are 5 wallets that have been turned in.
Howard Nielsend, Joseph Carbone, and ______ have asked leave of the body to cast their votes (wedding and out of town flights).”
6/13/2009 11:22:41 AM Vote Stan Lockhart Vote to accept ballots. Credentials passes.
6/13/2009 11:23:05 AM Vote Stan Lockhart “Accept credentials. Credential vote passes. We are looking for help to count ballots. We need 30 people to stay until after the convention.
M”
6/13/2009 11:26:16 AM Business Stan Lockhart Mike Ridgeway has withdrawn from the race for Party Chair.
6/13/2009 11:26:36 AM Introductions Steve Harmsen “What a lovely site with all you delegates. This party is about life, liberty, less taxes and smaller government. You will tell the nation that Utah does not like TARP, big money, open primaries and gay marriage if you vote for me.
Why would you try and solve the problems with the minds of those who created the party. The delegates are who should run this party. You are willing to spend time studying and serve. You show up and make informed decisions about our political system. There are power brokers that want to take away your delegate authority. They want to promote wealthy candidates. The success of our system is abade on our crown jewels of caucus.
I own a retail business selling farm supplies. I own power plants and cattle ranches. I work in the same building as our party and will be very accessible. I have the financial ability to defend our brand as the party of the entrepreneur. Our party will be a bottom up party not a top down party. I can promise you that after two years there will be fewr automatic delegates. After two years the caucus will be stronger. I will fix the parliament problems in your caucus.
If you get on my boat we will set sail for a brighter future. Join me and stand up for this party and what it stands for. Vote Steve Harmsen.”
6/13/2009 11:31:58 AM Introductions Fred Lamp I spent hours with Dave Hansen. He knows you, this state and this party. He will have my vote.
6/13/2009 11:32:28 AM Introductions Dave Hansen “30 years ago this summer on a Saturday like today I was part of a team to elect Bill Stevenson. Thus began three decades of service. I learned that when we campaign on our values we win. When we don’t we lose. Respect for life, personal responsibility and smaller government. Why do we win? Because they are the same values that the majority of Utahns believe. We will win in every election if we do it.
It is not a duty of the Party Chairman to determine who will win. I pledge there will be a level playing field. When they are determined we will use every tool possible. We will use Twitter and shoe leather. Texting and door to door coverage. We will get our message out. That is how we will win.
I feel strongly about the need to strengthen and assist our county parties. We need strong and effective organizations. We will help them succeed in the fall. I love the Republican party. I share your frustration. Our values are being trampled on by a Democratic president. We must oppose those destructive policies in DC. We must be the party of hope and opportunity. We need our college grads to have opportunity.
Thank you very much.”
6/13/2009 11:37:38 AM Introductions Jared Law “I don’t have a teleprompter. I don’t have a memory like others. My name is Jared Law and I am a new name and face. I was raised here in Utah by a single mother. I have lived most of my life here in Utah. I have lived in other states. My childhood was difficult but I was blessed. I have lived with my family in Highland for the last 3 years.
My wife and I have a web service business on the Internet.
I believe in the sanctity of life and marriage. I love the Constitution. Nobodys life should be terminated. We have lost over 50 million innocent babies since I was born and we need to do better here in Utah. I strongly supported amendment 3 supporting marriage. It would be good for our amendment to be more easily found on the internet. “”quotes amendment”” I thank Chris Buttars and others who were attacked for their part in getting this amendment written. Let us thank them all.
I believe in limited government and the other rights enumerated in the Constitutiona and Bill of Rights.
I entered this race to be the Party Chair and agreed to it before I knew what it meant, but I endorse Dave Hansen for State party chair.”
6/13/2009 11:42:54 AM Introductions Brian Jenkins “How many of you are attending for the very first time today. A few weeks ago I was asked to run. I had no time, money or other options.
I have been concerned about the rumors that I have been going around about questionable behaviors by the other candidates. There was a meeting that happened that unbound delegates from Romney to McCain. I was told that I could be removed from the floor if I did not vote for McCain. 24 out of 26 changed their votes.
You can fix that wrong here today for those 2 people who did what you voted. Please don’t drift some principles. Party leadership is not allowed to make appointments. Standing rules cannot reverse our constitution. I am grateful to those who serve but you the delgates can change the business as usual.
Join me to make this a principle party by voting for me Brian Jenkins.”
6/13/2009 11:48:08 AM Business Stan Lockhart Vice Chair – Todd Weiler and Morgan Philpot
6/13/2009 11:48:32 AM Nomination Rob Bishop When I first ran for congress Todd supported me first. I owe him. He has good experience and has done a grea job as vice chair. We have 2 good people but I am proud to endorse my friend Todd Weiler.
6/13/2009 11:49:21 AM Introductions Todd Weiller “It is a great day to be from Utah. Gary will soon be in the governors mansion. We have stood for conservative principles. I am a Republican like you and I care about principles. I’ll keep my guns and rights and you keep your change. Obama’s change is for socialism. I will speak out about what is best for our party and our nation.
I believe in the sanctity of marriage. Civil unions are one big step in the wrong directions. I believe in self-reliance and not entitlement. I believe in equal opportunities, not equal outcomes. We don’t need to spread more wealth.
Build the Party and Bring People Together. I choosed to focus on the 96% that we agree on versus fighting for the 4% difference. Whoever you choose today they will be the 4th Chair in the past 2.5 years. I can bring experience forward. I have a lot of energy and passion for politics. I watched the returns in the Carter – Reagan race when I was a little boy.
You set the agenda and if you don’t like what we are doing then change it. If you don’t like your automatic delegates, then fix it in the county. Don’t expect me from the top to change it. That is who we are.”
6/13/2009 11:53:46 AM Nomination Mark Shurtleff I nominate Morgan Philpot as vice chair. We worked well together and he educated me. He came to the AG office and is now in the private sector. He is a man of principle who loves his country. Support me in supporting Morgan Philpot.
6/13/2009 11:54:48 AM Introductions Morgan Philpot “We have people who try to win at all costs and that has led us to crisis. We have been led by those who are good at nothing more than selling our birthright one spoonful at a time. Our founding fathers stood on principle and based their lives on it. Who amongst us is willing to sacrifice? I will give up my job to resolve conflicts of interest if I have to.
Some have chosen compromise against what is right. Sacrifice means giving up political life, fortune and even honor. It is not within our right to compromise liberty. We are not the authors of truth, but its defenders.
I want us to uphold our right. We must be more open and we must win more races in Salt Lake County.
We are not free from all the storms in this nation. We must live up to our duty and raise the standard. As vice chair I give my oath to you that this is the standard that I will raise.”
6/13/2009 11:59:04 AM Business Stan Lockhart Secretary positions
6/13/2009 11:59:21 AM Nomination Our job is to do the right thing for the right reasons. I have come to know this woman while in Tooele. You will hear from her. I ask for you vote for Christy Achziger
6/13/2009 12:00:37 PM Introductions Christy Achziger “I would like to thank my family and all those who have supported me. They love the party as much as I do. I believe in our homes we will do the training.
First the role is to take minutes and attend meetings.
Second to gather information that will help you.
Third to distribute information. We have everybody who has different needs. I am aware of the time commitment. I have helped as a volunteer in other positions.
I thank you for coming today.”
6/13/2009 12:02:51 PM Nomination Allison Shultz “Nick is the hardest working person I know. I have won with his help.
He is the most qualified candidate for this position.”
6/13/2009 12:03:24 PM Introductions Nick Shultz “A few years ago I woke up to the problems in this country. I haven’t looked back and have wanted to move us forward with solutions. I have tried to answer all the questions you have had. My friend asked, well how much does it pay. “”Why would you want the job?””. I answered because it was not for myself. I realized that none of our leaders are not working for them. Insane deficits and bailouts. Our children are not being looked out for. They will ive in a different America. Our country was based on freedom. The fruits of our labors belong to us.
We have a lot of work to do. It will take a lot for us to get back to our roots. It is going to ake this great party to lead us back to where we belong. Vote for me.”
6/13/2009 12:07:12 PM Ballot Ben Horseley “Welcome to Davis County. First round of balloting is Chair, Vice and Secretary. You have a ballot for a third round but it will not be needed. If anyone gets 51% vote they win.
If you vote for Mike Ridgeway or Jared Law or write in your ballot will not count.”
6/13/2009 12:14:31 PM Ballot Stan Lockhart Balloting is now open
6/13/2009 12:59:24 PM Business Bruce Hough Introducing Ken Blackwell. Ran for National Party Chair. He embodies the ideals and principles of our party. I just tell you that Ken is one of those people that we can look to.
6/13/2009 1:01:25 PM Presentation Ken Blackwell “To the honorable elected officials here and the activists I bring to you a nationwide party. I bring to you greetings from Ohio. I am just delighted to leave my native cincinatti but I am happy to be here. Things happen slower and we are conservative.
We are at a very important time in American history. This is a turning point. Whether the principles that have made us a beacon of hope will remain or whether we will see a restructuring that won’t work. For 232 years we have been an attraction for people the world over. We are the most diverse democracy in all of human history. During this time we have not been perfect but we are working on being a more perfect union. As we engage and move toward perfection, the intensity will move forward based on your efforts. History is not advanced by chance, but by people like you who are trying to move history in the right direction. For those of you who don’t quite get it in terms of the challenge let me explain.
Feb 16 in Newsweeks cover story they stated our challenge, the headline was “”We are all Socialists Now””. If you are American you should stand now and say Fight. We as the party in this two party system must be the party that stands for enduring principles and values that have made us a beacon. I have come from a family of working class Americans. Straight talking and clear thinking. My world view was shaped by them. My mom came from the school of discipline where you would spank your child each day.
We are moving towards doomsday where we are paying for a lot of government. I got enrolled in boxing but moved on to getting advanced education.
I would suggest that as we choose our leaders here and nationally, we must choose those who have the grit to fight and the passion for the principles on which this nation was founded.
America was fashioned in Gods image. This intrinsic passion for freedom is not negotiable. The second paragraph of the Declaration sums it up. “”We hold these truths to be self-evident, that all men are created equal””. It did not mention biologically but that we are ultimately accountable to our Creator.
Our basic rights on not grants from government, but are from God. There is not a government that can give us those basic rights. They can respect and protect them, but they can not give them. They are our birthrights. They are given in an order: life, liberty and the pursuit of happiness. It is hard to enjoy liberty if you are dead. And it is hard to pursue happiness if you have lost your liberty.
We need to recognize that as the Republican party, America must know that freedom comes from a nation that is built on a moral foundation. There is a fundamental impression and this is not Sunday, but there is something in the bible, Psalms 11:3, If the foundation is destroyed what will the righteous do?””
If the foundation of our liberty is destroyed, what will we do? Will we sit on our seat and give in to a culture “”get all you can, can all you get, then sit on your can””.
OR will we take a stand and say no to the soft tyranny of an encroaching and growing state. To not take the products of government but the products of people who do great things together. This is what we must continue to be.
I grew up in a lower housing level. We knew it as a transitional housing. In the 90s I was working with HUD and I argued that there was a difference from those who complained and those who didn’t do things. It is the change to honor the dignity of individuals and give them a hand up and not a hand out. We are moving toward the hand out changes.
I am not going to give the list of things that have changed in the last 6 months. This defies common sense. To move towards a figure of spending beyond our imaginations. Government spending will reach 41% of total GDP. We are slowing becoming a european social state. We need to take a stand.
We believe in growing the tent as a party but we must understand why we are growing the tent. A big tent with broken tent poles will kill people. We can grow our tent by proving to people like in the past that we believe in the individual and their freedom. Family’s should have a say in their health care. Believes in school choice with child focus, not union focus is something worth fighting for.
We must carry this fight as we have in the past. We need grass root action like the TEA parties. We need to change bodies through elections. We need to be aware of the encroaching power of an activist judiciary branch. We need judges to be appointed who interpret and not change law from the bench.
We need to work the streets, courts and legislative bodies, but we must personally agree to help others change their hearts on an individual basis. To encourage them to love freedom. TO believe in individual liberty and limited government.
“”Tradition is not something you inherit. If you want it you must attain it.”” Elliot. The table is set with the decisions. We must engage. We can not curse the darkness we must change the hearts of men and women by engaging them. We must show them through our example. They will look at how we behave and act. They will learn from us. We can change their minds and hearts. We must light their candles.
Two stories. My grandmother was a housekeeper for four families. She would bring home books from the families. At age 9 I was an authority on “”Alice in Wonderland””. I loved the Mad Hatter party. Instead of cleaning up their mess they would move down the table. When I was 18 I learned that was what government does, just moves down the table and makes more messes.
At a hospital there was a nurse watching a little boy looking out a window and the boy said that he saw a man “”punching holes in the darkness””. He was actually lighting street lamps one at a time. We must punch holes in the darkness by providing light, freedom, confidence building light to the others.
The last story is a story of my uncle. He was the first african american to win an individual event gold medal in 1924. Olympics known for Chariots of Fire. There had been a transatlantic debate between Eric Liddle and my uncle. They were going to resolve that debate in Paris. My uncle qualified for 100, long jump and hurdles. Due to race they said that he could’t jump hurdles. Liddle didn’t run due to sabbath. My uncle learned a life lesson to Stand! Eric died in a camp in China. My uncle set record next year. He learned “”a fidelity of principle; a fidelity of faith””.
At this moment of change and darkness. We must be the light again. Let us waste no time in cursing the darkness and take a stand for faith, principle and let us light the light of freedom.”
6/13/2009 1:34:07 PM Presentation video about Utah
6/13/2009 1:35:04 PM Business Stan Lockhart Introducing soon to be governor. He knows what is in the platform and countrys constitution. I give you Gary Herbert.
6/13/2009 1:35:50 PM Report Gary Herbert “I am honored to be here and have been with you for many years. I am a Republican. I am proud to be here with my wife Jeanette. I applaud those who have run for office and had the courage to stick their neck out and throw their hat in the ring.
I hope you all appreciate what Gov Huntsman has been asked to do. We should be proud.
People have asked what I will do differently. I am not technically the governor yet.
When and who are you going to choose as Lt. Gov? How will you be different? What will be the top priorities?
Choosing the next one will be difficult. We have a lot of good qualified people on a long list. I will make sure that the choice will be capable and ready to work together..
I won’t focus on differences. There are not a lot of differences on economic growth and development. We did not agree on McCain vs Romney. We have been united on the core issues though. We have had great results and invested a lot of money in the future. We are a great state.
My top priorities are on economic development to create and protect what we have. Everything else falls in place. I will be getting our leaders to work together. I will also work on education. I want a renewed emphasis on higher education.
We’ll have emphasis on transporation and use our natural energy. I will also focus on water.
The policy we develop will be based on Republican principles in our platform. We are envied by many around our country.
We will live within our means.
We will celebrate capitalism in this state. It is where jobs and innovation occur.
We will create a culture that teaches us to turn to each other and not government first for help with problems. We want to keep government small and efficient.
Keep taxes low so that we can keep spending down.
Applied knowledge is power. Individual liberty should be coupled with individual responsibility.
How about good stewards of our natural resources. We are working on ways to do this. The traditional family should be revered and protected. I will add to that, I believe that we are all children of loving god. We should act with respect and dignity to all of Gods children.
Most of you have seen me around the state to work with you and I intend to continue that.
High integrity, honesty and respect. My agenda is Utahs agenda.
I will listen. I have been out and among you. I will not stop doing that. I will be part of your community and invite you to be part of our table as we make decisions.
Am I ready? I have been in public office for more than 18 years. I have worked in County and have been working on a great training ground for 4 years. I have been a businessman for most of my life. My experiences make me ready to be your governor.
Our best days lie ahead of us. We can and should be an example of what a great state can work like. We will be the beacon on the hill. A place of opportunity, business and families.”
