8/28/2010 9:14:10 AM Favor “Before I could play with my friends I have to do more chores. We as a central committee have a duty to do some things and we need to do our work. We also need to hear complaints.
I don’t oppose the training but I would move it to the end because we are supposed to do these things that we are assigned to do.”
8/28/2010 9:15:43 AM Adrielle Herring I would like to comment on the elections committee report being moved to the end. We need to act to help
8/28/2010 9:17:58 AM Favor Dave Duncan I am tired of having to wrangle at the beginning of the meetings. This could be avoided if the executive committee didn’t fail in getting more people involved. I think this is a good order.
8/28/2010 9:18:59 AM Explanation Mark Cluff The chair of this committee sets the agenda. Taylor sent the agenda, and I made some minor modifications. With input we made changes. This was done in common order.
8/28/2010 9:20:47 AM Against I am hesitant to adopt a rogue agenda. I am in favor of not amending the agenda.

Last January my daughter was diagnosed with cancer and is doing well now. Thanks to all you who have supported us.
We need to strengthen famiilies.

8/28/2010 10:00:04 AM Against We want to approve the individuals and postpone 60. The nominee shall act in the office unless they are rejected.
8/28/2010 10:03:14 AM Favor Laralyn Ebertine Of the substitue motion.
8/28/2010 10:05:24 AM Call the Question Yeas have it on the substitute motion.
8/28/2010 10:08:14 AM Motion People have to come to the mike
8/28/2010 10:08:24 AM Call the Question No
8/28/2010 10:08:29 AM Report Financial. Any questions.
8/28/2010 10:13:52 AM Question The growth of the education and committee meeting budgets.
8/28/2010 10:14:09 AM Answer Adrielle Herring On education most of the expenses are for printing. We want to use online training but we have had to document all the practices and rules. We want to get it online.
8/28/2010 10:16:17 AM Report “Financial review of Next years budget. If you approve this it means we have to work within it.
Some had concerns about our audit expenses and we are working on it.
Town Hall support is the ‘off term’ money for candidates.”
8/28/2010 10:20:15 AM Question Lincoln Day Dinner?
8/28/2010 10:20:30 AM Answer We made individual seats available because people in this committee wanted to have more of a say. But they were sold for less money. Therefore the revenues were lower.
8/28/2010 10:23:11 AM Motion Approve budget
8/28/2010 10:23:40 AM Call the Question Aye
8/28/2010 10:23:54 AM Report “Considering incorporating. I became Treasurer in March and couldn’t find any documents on what we were. I contacted John Booth our audit chair. We are not a legal entity of the state. Under Marian Monnahan they registered but it has lapsed some time around 2008. I assume that it just got missed.
I contacted Mike Morley at State Party and he led the movement on the State level to incorporate the State.
The advantage is that we can file as a non-profit. And we have no legal standing.
This is not a unanimous decision. About 2/3 say that they like being incorporated and the others like being a subsidiary.
I am asking for support but don’t believe that we truly need approval.
LLC is what we are thinking about.”
8/28/2010 10:31:20 AM Discussion I believe we should trust the leaders and let this move forward as an LLC.
8/28/2010 10:31:58 AM Discussion I am in a cold sweat as an attorney. I think we should move forward as an LLC.
8/28/2010 10:33:02 AM Question What were we before?
8/28/2010 10:33:11 AM Answer Our bank account has one account # and I found other numbers on the different accounts. I am uncomfortable what we are and I don’t want to speculate on it.
8/28/2010 10:34:18 AM Discussion My compliments to you for finding this problem. The idea to wait for 3 months is not wise. These are the experts, let us incorporate.
8/28/2010 10:39:21 AM Call the Question To support the filing of corporation.
8/28/2010 10:42:06 AM Report “Election committee report.
Please take time to share your Republican beliefs with your neighbors. We are the envy of 49 other states.”
8/28/2010 10:43:56 AM Report Adrielle Herring Online voter registration at elections.utah.gov
8/28/2010 10:44:48 AM Report Stan Lockhart “In terms of the ethics initiative that was filed the people did not get their signatures in on time. The Lt. Governors office asked us not to certify because the signatures were not on time. By due process they have been rejected.
In terms of removal of a name, it is my understanding that the courts have said that the names of the signatories will not be released so you can not remove your name.”
8/28/2010 10:46:14 AM Question Is Mayor Corroon moving against us through this initiative?
8/28/2010 10:46:36 AM Answer Stan Lockhart “They will try and do something with this.
The online signatures were rejected by the lieutenant governor. The courts are unclear on whether they would allow or not the online signatures.
If they want to do a 2012 then they would have to start a new petition.”
8/28/2010 10:48:39 AM Question Is the county party concerned about illegal citizens registration at the online registration site.
8/28/2010 10:49:13 AM Answer Thanks for letting us know your concerns.
8/28/2010 10:50:12 AM Report Adrielle Herring “Working on the Get Out the Vote training.
We are working on focusing on the positives in Utah because of Republican principles. Lowest debt per capita, most dynamic economy, best managed state.
Read “”The Blueprint: How the democrats won colorado”” is a great book to read.”
8/28/2010 10:52:09 AM Report Kirby Glad “We are taking up the bylaw changes that have been proposed.
We emailed the changes on August 5 and 23.”
8/28/2010 10:56:11 AM Question Can’t we amend here in our body?
8/28/2010 10:56:22 AM Answer Kirby Glad No
8/28/2010 10:59:04 AM Appeal I want to overrule the Bylaws that discuss how to adopt the bylaws.
8/28/2010 10:58:00 AM Discussion “We “”may”” versus shall, so we can do this here.”
8/28/2010 10:58:32 AM Discussion I want our process to go forward.
8/28/2010 11:05:51 AM Call the Question Clear vote ayes.

8/28/2010 11:09:18 AM Information Kirby Glad In order to assure that we go through the right deliberative process we will follow the process of submitting your proposals.
8/28/2010 11:11:22 AM Question Will email count?
8/28/2010 11:11:31 AM Answer Yes
8/28/2010 11:12:08 AM Explanation Kirby Glad The email contained the proposals. You can not make changes to it.
8/28/2010 11:13:16 AM Question Who determines the priority? What happens with my amendment when it does not make it to the body.
8/28/2010 11:13:49 AM Answer Kirby Glad The committee is voted for by you. They approve or don’t. We are working on getting a petitioning process in place for proposing bylaws.
8/28/2010 11:14:54 AM Question What do we do?
8/28/2010 11:15:02 AM Answer Kirby Glad Turn back the proposal with instructions.
8/28/2010 11:15:56 AM Proposal Kirby Glad We allow the central committee to spend as needed.
8/28/2010 11:17:00 AM Favor Lowell Nelson We need to clarify the conflicting items and move forward.
8/28/2010 11:17:46 AM Vote Kirby Glad Yea (all) Nay 1
8/28/2010 11:18:18 AM Proposal Kirby Glad Bylaw 11 Rules of Order. We reflect what is in the state party constitution. 6-0 vote by committee.
8/28/2010 11:20:45 AM Question Does this apply to caucus meetings.
8/28/2010 11:20:55 AM Answer Yes. But you can suspend the rules if needed in a caucus.
8/28/2010 11:25:00 AM Against Laralyn Ebertine “Any body needs some form of order.
My concern is that we be able to have a majority vote.”
8/28/2010 11:27:05 AM Against Against just a majority vote to change. There is a reason that 2/3 exists.
8/28/2010 11:27:37 AM Question Mason’s manual?
8/28/2010 11:27:50 AM Answer Kirby Glad They derive their authority from the law and not the people. So Mason is legal and other bodies use Robert for private groups.
8/28/2010 11:29:57 AM Against The purpose of the rules is to protect minority.
8/28/2010 11:32:39 AM Call the Question Kirby Glad If you Aye then you send this back to committee.
8/28/2010 11:33:44 AM Call the Question Kirby Glad “Adopt this bylaw proposal. We will close discussion with 2/3 standing.
Passes unanimous.”
8/28/2010 11:35:40 AM Proposal Kirby Glad Quorum requirement to move to 100 from 30. There are 560 people in this body.
8/28/2010 11:36:06 AM Question Average attendance over the last several years?
8/28/2010 11:36:23 AM Answer Kirby Glad I have been at a meeting of just 50 people. If we called a meeting and less than the 100 showed up then we could not conduct business. Recommended 6-1.
8/28/2010 11:38:08 AM Against Recommit from hard number to 20%.
8/28/2010 11:39:40 AM Against Going to a percentage may be a number that is in constant flux. A fixed number is easier.
8/28/2010 11:40:19 AM Answer Lisa Shepherd Percentage is very difficult.
8/28/2010 11:41:10 AM Call the Question Kirby Glad Nays have it.
8/28/2010 11:41:29 AM Vote Kirby Glad 1 person nay
8/28/2010 11:42:53 AM Proposal Kirby Glad “Right now you can’t come out to endorse a candidate but you can come out against.
4-1 recommendation.”
8/28/2010 11:43:33 AM Discussion I believe an unintended consequence. At the precinct level I get asked who I will support and this suggests that I can’t say.
8/28/2010 11:45:03 AM Answer Kirby Glad You can endorse personally. If you are using your title, then you can’t endorse.
8/28/2010 11:46:39 AM Question If I am asked can’t I answer.
8/28/2010 11:46:50 AM Answer Kirby Glad Yes you can use your name, but can’t use your official title on documentation.
8/28/2010 11:53:11 AM Discussion “During this last campaign there was a big debate before the preconvention and primary neutrality about an endorsement by the “”attorney general.”””
8/28/2010 11:54:18 AM Answer Kirby Glad You can say anything that you want as a person but if you use your title then you have to be careful.
8/28/2010 11:55:07 AM Against I am against recommitting for even more debat on whether we can or can’t say something. We should be able to speak out.
8/28/2010 11:55:59 AM Question What happens with a violation of this?
8/28/2010 11:56:08 AM Answer Kirby Glad There can be a hearing and they can be removed from office. Any person can file a complaint.
8/28/2010 12:01:12 PM Call the Question The commit with instruction fails.
8/28/2010 12:01:35 PM Discussion I suggest that the language is assuming that we are dealing with a partisan race.
8/28/2010 12:02:39 PM Discussion This is way too restrictive. I believe that we vote against this amendment.
8/28/2010 12:03:06 PM Favor There was a precinct chair that spoke out against someone using their title.
8/28/2010 12:03:55 PM Against With or without our title we should be able to make statements.
8/28/2010 12:04:59 PM Motion Trying to remove the bylaw.
8/28/2010 12:05:11 PM Out of Order Kirby Glad Motion to change bylaws is not appropriate.
8/28/2010 12:06:27 PM Favor With the qualifier we at least are closer to the right answer. People need to exercise self constraint.
8/28/2010 12:09:17 PM Call the Question
8/28/2010 12:10:56 PM Vote Kirby Glad Amendment is adopted
8/28/2010 12:12:03 PM Motion That the complaint come up first in our next central committee meeting.

8/28/2010 12:17:16 PM Vote Mark Cluff 5 nays
8/28/2010 12:18:01 PM Training Adrielle Herring “GOTV. We are to publicly support Republicans. This is long standing language.
This includes campaign signs (bylaw 5.a.2), written, oral and public endorsements and in kind.”
8/28/2010 12:22:47 PM Question So if I support that one candidate then I can resign or do it and hope that I don’t get a complaint.
8/28/2010 12:25:04 PM Training Adrielle Herring “You need to offer the same access to Republican candidates.
Voter identification, education and motivation.
September 22 precinct “”walk””
October 29 end of early voting
November 2 election day
We want you to move people to early voting.”
8/28/2010 12:34:22 PM Motion Support the elections committee work and plan
8/28/2010 12:34:48 PM Vote All aye
8/28/2010 12:35:20 PM Report Everyone get 500.00 if they became our candidate. Long list of money and people.
