20110618 Utah State Organizing Convention

The Utah State Republican Party Organizing convention was held at South Towne Convention Center. This was well attended for an “odd” year and people stayed until the very end.

6/18/2011 10:00:00 AM Welcome Enid Greene Welcome.
6/18/2011 10:04:57 AM Prayer
6/18/2011 10:04:59 AM Pledge
6/18/2011 10:05:06 AM Anthem
6/18/2011 10:16:02 AM Business Enid Greene “I want to thank the honor guard for being here and for their service to our country.
Our county roll call.”
6/18/2011 10:16:23 AM Business Patty Names of counties and their party leaders.
6/18/2011 10:19:08 AM Business Enid Greene “Applause for all the chairs and their service. We have a lot to accomplish. We want to get through this expeditiously and fairly. I want to start with announcements of our convention sponsors.
Senators Mike Lee, Hatch, Bishop and others. Also the booths sponsors.
Also the dinner sponsors last night. There are still ways to contribute financially to the party. You have given time and resources and we appreciate that. We are also going to ask you to look in to your heart and wallet and see what else you can give to help. The bidding for the silent auction will close after the first voting.
You can also help with the dollar a day program. In order to do this event and get the message out, it takes money and work.”
6/18/2011 10:22:02 AM Credential Enid Greene Now closed.
6/18/2011 10:22:23 AM Introductions Enid Greene “It is a great privilege to stand before you. I wish you could all have seen and heard what I did. At the risk of someone saying that I am mixing church and state I will say this.
I spent four days this week up on the Mormon trail at Martin’s Cove this week. I was at Rock Creek where the Willy Handcart company was. I stood in the place where over 64 people froze to death. I stood next to the gravesite of the 13 people who died in one night.
As I reflected on their experiences and difficulties I pondered what it took for them to complete the journey in the face of hardship. They were able to do it because they believed in what they were fighting for and they believed in pulling together. As I thought about this convention I realized that we have something in common with them. Everyone in this state is a spiritual descendant of those that founded this state and community. We are all here because we believe in our country. We believe in the principles that we are discussing today. We believe that we are protecting the principles that are in the Constitution. Power from God and setting limits on governments so they don’t take those rights away.
The challenge we have is that we all agree on the principles but don’t agree on how to get there. Some are going to feel exalted and some will feel disappointed and frustrated. But as we leave here today, whatever the outcome we will be united. We will pull together because the people who truly disagree with us are not in this room. They are at another convention. It will be easier to pull to together when this is over if we treat each other with respect.
We can be passionate, but not personal. If you will work with me I will do my best to follow the rules and give everyone a fair shake. And in the end we will do what you want and need to do.
If you are willing to have a convention where we can disagree but respect each other and will follow the rules then stand up now.
Look around!”
6/18/2011 10:28:14 AM Credential Dave Cox “Good morning. This morning we have 1762 delegates present out of 3500. 50.3%
I would like to give a brief report of a challenge brought forward by Nancy Lord. She also has filed a suit. We passed a special rule to suspend her status until after the lawsuit.
The credentials committee ruled that the Salt Lake County rule could stand. A year passed. There was an opportunity for due diligence but none was taken. She did not take the timely action. The committee tabled and a hearing just barely happened on Thursday evening.
Two ballots for special medical reasons want to vote early. We need passage by the body to allow the vote to be cast.”
6/18/2011 10:31:50 AM Motion Bill Johnson
6/18/2011 10:32:22 AM Discussion There was an inaccuracy. She did withdraw from the lawsuit 11 days before the convention.
6/18/2011 10:33:25 AM Information Enid Greene The delegates are appointed by the County. The state does not have the ability to seat a particular delegate from the County level. The court documents were finalized after Salt Lake County had finalized the delegates.
6/18/2011 10:34:55 AM Appeal Bill Johnson “Discussion. Last year there was a challenge to her credential. The delegates allowed her to be seated. The leadership is playing semantics. It would only be fair to allow her again.
She did not get the date stamped. The court only gave the date recently. I ask the delegates to allow one more person to have a status.”
6/18/2011 10:37:24 AM Information Enid Greene This is a county issue. They have dealt with it. I believe that our credentials deferred to Salt Lake County. Each county has the right to deal with it as they see fit. We will take a vote to affirm. If you vote yes then we move forward. If you vote no then we will debate.
6/18/2011 10:38:51 AM Vote Enid Greene No doubt! On physical standing vote.
6/18/2011 10:39:14 AM Point of Information Why are we voting in block on the medical issue people?
6/18/2011 10:39:47 AM Information Enid Greene “They ask simply to place their ballots in the box early.
The credentials report is what we are voting on.”
6/18/2011 10:40:40 AM Vote Enid Greene Ayes have it by voice.
6/18/2011 10:41:06 AM Business Enid Greene Adoption of the rules.
6/18/2011 10:41:17 AM Rules Ayes have it by voice.
6/18/2011 10:42:05 AM Business Enid Greene Order of business adoption. Please take out your agendas.
6/18/2011 10:43:09 AM Motion Dave Duncan Adopt the agenda
6/18/2011 10:45:40 AM Vote Enid Greene Adopted the order of business. Another vote.
6/18/2011 10:49:38 AM Motion More rounds of questions on whether we are following the rules.
6/18/2011 10:50:02 AM Credential Dave Cox “2095 regularly credentialed and additional 51 alternates.
Would leave 2158.”
6/18/2011 10:52:53 AM Motion Ask that I be allowed to vote early.
6/18/2011 10:53:06 AM Vote Aye voice vote passes.
6/18/2011 10:53:26 AM Credential Enid Greene Allow 51 alternates to be seated.
6/18/2011 10:53:45 AM Vote Aye voice vote passes.
6/18/2011 10:54:18 AM Question I am aware of people who just got appointed yesterday or the day before. Is that part of the 51 or are we sure that they are all administrative?
6/18/2011 10:54:59 AM Credential All were those who we had lost information on but had applied before Jun 10.
6/18/2011 10:55:57 AM Report “Utah GOP Womens Leadership Seminar and Summit. Lead of Utah Federation of Republican Women.
2011 is shaping up to be a good year. We have reached over 500 women in our summits. They have been trained in leadership and campaigns. Networking, public speaking and campaigning. UFRW has formed 3 new clubs. Utah Valley, Summit County and Northern Utah. We now have 10 total clubs. 800 women are meeting regularly. We need more women. As the GOP women get stronger the party will get stronger.
The fastest way to change society is to help women.”
6/18/2011 10:58:41 AM Credential Enid Greene In addition to the 51 there were some people inline that were included in the final 2158.
6/18/2011 10:59:09 AM Report Lee Gardner “Utah Republican Hispanic Assembly.
I am a member of the Hispanic assembly. While we have a solid group of hispanic Republicans there is a perception that we are not very welcoming in the Republican party of everybody.
We do welcome everybody regardless of ethnic, religious or personal beliefs. We are grateful for the hard work by those in the legislation. For those who took the time to craft HB116. They have taken a lot of time to look at this. The national government has failed us. Utah is at the forefront.
Thank you.”
6/18/2011 11:02:22 AM Business Enid Greene Because our elected officials are up for re-election they chose to not speak at this time. I believe that when you are the state party officer then you should be able to report. I just want you to know that they asked me to remove them so they would not have undo influence.
6/18/2011 11:03:16 AM Report “Utah Young Republicans 18-40. We are well organized in the counties on the Wasatch front.
We don’t campaign until after conventions for candidates. We are out here in the booth area. If you don’’t have a group organized you should get one in your area.
On October 15 we will have our state convention.”
6/18/2011 11:05:01 AM Report Jeffrey Whitlock Utah College Republicans vice chair. I am new to the State of Utah. This makes me grateful to be in a county where we can disagree and have a common voice. This is a federation of 14 universities in the state of Utah. We want to get people involved in the process. We sent people around the country to get involved in the political process. We are in the off year and are working to ramp up to get Obama out of the White House.
6/18/2011 11:06:54 AM Report “Advisor to the Teenage Republicans. Up to 2.2 million voters voted for Democrats rather than Republicans. I don’t like this statistic. As the TARs advisor I have learned that teenagers want to get informed. We need to inform them.
Plans are being made to make our involvement a reality. Inform teens. Tell everyone about this program.
We need more Advisors for TARs. Be one! With your help we can get a strong base of rising voters.”
6/18/2011 11:09:43 AM Business Enid Greene Timer is Lisa Shepherd. There is a 30 sec and 15 sec warning. 5 minutes for each (Dave Duncan, Thomas Wright, Arnold Gaunt)
6/18/2011 11:10:36 AM Candidate Dave Duncan “Just a few years after the founding of this country a supporter was talking to a candidate for Congress. But then said, “”we don’t want exciting representatives. We want dull representatives who come to serve and then go back to their work after their service.””
I know a few people at the top and some of them know me. A reference from the delegates is of greater value. These grassroot endorsements are worth more to me.
If I had supported automatic delegates then I would ask you to not endorse me.
We will need money that we get from traditional supporters. When we move to a new grassroots party we will get more money from other businesses. We will get more people involved and register new Republicans as we attract new people to the party.
Delegates this is a critical election. There are differences between the challengers and the status quo. HB477 and HB116 are symptoms of what is wrong with the party. I plan to vote for the repeal of HB116 resolution. I opposed the SCC veto power which still lingers on the docket.
I propose the voters right document. I hope that we get to discuss and vote on this.
Our leaders have set a date that is 2 days after the Democrats caucus. I vote that we have it on the same night.
I am asking for your endorsement.”
6/18/2011 11:16:09 AM Nomination Janet Wright “I want to introduce my son Thomas Wright. Let me tell you about Thomas. Ever since he was a little boy he wanted to get things done. He has always wanted to help. He has seen that there is always a way to get involved. When he focuses on a challenge he works.
I know that there is much to be done in the party for the good of us all. Thomas will step up, embrace your aims and work for your causes. He will be the leader that gets the job done.
He will do it with a firm belief in this party . I urge you to vote for my son Thomas Wright.”
6/18/2011 11:17:55 AM Candidate Thomas Wright “Standing beside me is my wife. I have gone to 29 county conventions and have missed her and my children. I also have County chairs from around the state supporting me here. We all know that what works in Cache County doesn’t work in Washington County. I want us to have action plans going in to the 2012 election. Our different counties are doing different things.
If I am elected we will be organized, funded, and assist the County parties. We don’t want to tell the counties what to do. We want to help organize the 2012 plan. I led the most successful drive. We registered over 40,000 people to vote by mail. We won a number of seats.
God gave us talents and abilities. We are here to change the direction. By working together and not tearing each other apart. We will win. Let’s retire Jim Matheson. In the last 5 months I have met with the national organization.
He is now the #1 targeted seat by national Republicans. It has been a pleasure to serve you. I am team player and want to be on your team.”
6/18/2011 11:21:48 AM Candidate Arnold Gaunt “I wish to share with you my vision. This is based on the grassroots and protecting rights form infringement. Power must flow from the bottom up, not the top down.
Our party must be clear in voting for those who are
I am confident in the outcome when the grassroots decide. In consideration of the choice for chair today, will the convention be held in a fair way?
I would not seek endorsements from elected officials.
I pledge to you a process that will allow for equal access. I strongly favor the precinct approach with organization from the county party. The county parties should work on the grassroots.
This approach was used in Weber County #9. We beat out a Democrat. The candidate did well. I would like to take this approach to the state. I strongly support getting money from grassroots rather than endorsements.
The party must raise funds to support activities. At our most recent meeting a budget should have been presented and was not. I would work with the rules to produce a budget. Doing so helps in fundraising and avoids financial trouble like 2 years ago. It is important to follow the rules.
I submitted for this convention that recordings be made of committees. I want us to have a better party.”
6/18/2011 11:26:56 AM Business Enid Greene Party Vice Chair (Lowell Nelson, Brandon Beckham, Christy Achziger)
6/18/2011 11:27:25 AM Candidate Lowell Nelson “Thank you for your attendance. I have served for nearly 2 decades. I have served in Utah County. One of the treasures in our party is the caucus system. Where interested Republicans meet in their caucus. Delegates then interview candidates at close range.
Campaigns are won on sound ideas, not sound bites. Delegates control the outcome of the election. This treasure of ours is being threatened by a slow eroding authority.
Party leaders in some counties are allocating delegates to other than the grassroots.
Party leaders do not permit recordings of committte meetings and do not take roll call votes. They do not allow us to hold them accountable for their votes.
I do not appreciate the leaders who don’t follow the rules. I wish they would just follow the constitution and quit fighting the delegates on this. Today I stand in the breach and I earnestly call on party leadrs to not steal delegate authority. You can elect new leadershiop. Those who will follow the rules.
We could refuse to credential illegal delegates and flow the power to the grassroots.
State party leadership to send these issues up for your considerations. Such as Dave Duncans delegate amendment.
They could also have recorded meetings. On Dec 4 of last year they voted for the veto power of your decision!
You can vote for Anrold Gaunts initiative.
Protect the caucus system.”
6/18/2011 11:33:29 AM Video Brandon Beckham I bring with me passion and energy. I bring the skills from digital media to make this happen.
6/18/2011 11:33:58 AM Nomination Chris Herrod I have known Brandon for the last few years and he has done something about it. He has spent thousands of hours and understands the new media. I think he is the right person to bring the party together.
6/18/2011 11:34:34 AM Candidate Brandon Beckham “What is our goal as Republicans? We took on the mission of uniting the country and getting rid of slavery.
Today we have another mission. We must answer the call. Or foundation is eroding. Every problem we face today is a result of us moving away from our constitution. This road leads to a different government and nation. The second road returns both the constitution and America. We must make this choice. The Republicans of Lincoln’s generation saved the union.
We need to save the union right here and right now. There are six points that will help our party.
1 Unite behind our platform with a shield of our principles. We must follow through with what we promise.
2 We must lead and influence those outside of our party.
3 We must appeal to the youth. The Democrats have them now. But they can lift us to greatness.
4 We need to promote our message. People develop a passion to serve. We must sell our message all day and every day.
5 Utahs political ssytem is great because of the caucus system. We must never weaken this system. There should never be a veto power fo the decisions of the delegates.
I am running for you, our platform and a victory in 2012. Thank you.”
6/18/2011 11:39:21 AM Nomination Kyle I am a newly elected delegate. I have known Christy since High School in Tooele County. We have worked together to get TARs active. We helped the teens at their convention yesterday. Christy has proven that she is willing and qualified to do the work. I am proud to support her for State party vice chair.
6/18/2011 11:40:31 AM Candidate Christy Achziger “Getting chlidren involved isn’t hard. I started to organize the TAR in Utah to lead them to success. These people behind me show that I have worked with every facet of the party. I take the neutrality clause very seriously. I will remain neutral.
I wholeheartedly support the delegate system. You elected me to the secretary 2 years ago. You unseated an 18 year incumbent. I put in hundreds of hours of time for lots of candidates.
The vice chair shall assist the chair. Thomas and I have been traveling since January. We wanted to be the first to shake hands with the newly elected County officers. I wanted them to know their duties and they have our support. I have loved traveling the state.
As Vice chair I would strenthen each party and their officers. We want to send 4 Republicans to Congress in 2012. I am approachable accessible and the go-to girl . My personal contact information is on the site.
It has been an honor to serve you. Serving as Vice chair is not glamorous and will not get a name. I want us to be proud of the party. I ask for your vote today.”
6/18/2011 11:44:44 AM Business Enid Greene Secretary (Dana Dickson, Drew Chamberlain)
6/18/2011 11:45:03 AM Nomination John Swallow “I was happy to serve for 3 terms as State Representative.
“”My friends we did it, we weren’t just marking time, we made a difference.””
We need to send leaders to Congress who can make a difference. It takes a party to get this to happen. Dana Dickson helped to make a difference. He understands and feels the way I feel about constitutional values.
Hard worker
Experience. He knows how to get things done in the party. To win races in the margins. I want to introduce Dana Dickson for secretary.”
6/18/2011 11:46:44 AM Candidate Dana Dickson “I love conventions and campaigning. In the past 25 years I have been on numerous commissions and in positions.
I have championed caucuses and making them successful. I believe in the grassroots. The past 5 months as secretary have been great. I attended dozens of meetings across the state. I came to appreciate just how diferent each county is. There are critical decisions that you make to represent your precinct.
I talk to Thomas, Christy and Mike daily. If you elect us again it will be great for the party. My parliamentary training helps me know that we should be transparent and should treat others fairly.
My experience will help you.
Well ogranized 2012 caucus and state 2012 convention
2012 election cycle and I will make this happen. As the secretary I will respond to the delegates. This includes increased participation and getting people out to vote.
We need good candidates to chose from. I ask for your support.”
6/18/2011 11:50:38 AM Nomination Don Guymon Drew has been a member of the grassroots board. He is a strong advocate for state delegates rights. Thank you
6/18/2011 11:51:05 AM Nomination Darcy Van Orman I have had the chance to work with Drew. He will work hard.
6/18/2011 11:51:28 AM Candidate Drew Chamberlain “I ask for your vote for party secretary. For 30 years I have been involved I have done everything including get out the vote efforts. I have been an elected county chairman.
1 New officers will return power and authority back to you
2 New officers will remove super delegates
3 Cut waste
4 Restore integrity to this party
I am the only candidate in this race who has supported eliminating automatic delegates.
I have also supported debate by you.
I have a consistent record of upholding the rules versus the standing rules.
I would never have supported the veto power grab that was passed. They put that back on the table in their good wisdom.
I want to thank you for the most memorable experience of this life. Last year you fired a moderate incumbert US Senator. You did it and it was magic.
HB 477 was run through the legislature Chicago style. In just one week we had 40,000 signatures. That never happens and it is magic. We can take back our party.
I am asking you to elect a new chair, vice chair and secretary.
I ask for your vote.”
6/18/2011 11:55:29 AM Business Enid Greene Only one person filed for State Treasurer. By acclamation Mike McCauley congratulations.
6/18/2011 11:56:43 AM Ballot “I will allow you to open your ballots.
Don’t mark until I have explained this.
Vote for one candidate in every race and just one. 10 – 15 minutes.”
6/18/2011 12:01:58 PM Ballot Enid Greene
6/18/2011 12:56:02 PM Report Bruce Hough “I am your national committee man. I serve on the exec committee at the RNC. I am helping get the convention in 2012 in Tampa, FL. We will make Obama a one term president.
I love to serve with Enid Mickelson. She serves on the redistricting and budget committess. We have a good time keeping people on their toes. We need to spend our money wisely.
The national party is the only group that can help with the presidential campaign.
Mike Seevus has rejuvenated the foundation and has reached out as a unifier. We appreciate his service. 20 years ago I was running for the chairman of the state republican party. Here is the thing I kind of feel that way now. When I am around you on a Saturday I feel young and energetic. I am glad that we have a group of people here on a Saturday that are concerned about the direction of this country.
It is good to be a delegate. It is great to be a Republican delegate. It is great to be American. To speak without fear and make decisions that will help our party and country. For those of you who are new to this party, I congratulate you for engaging in this process. You have a say in the directions of you communities and this nation. We are a conservative movement that ushered in the Reagan era. There is momentum building in our country.
This is a nation that will follow the right path.
I disagreed with Reagan on some things. I disagreed with his amnesty program. Adams and Jefferson had a prett nasty campaign fight but they were not enemies. I agree with them more than I disagree with them. Reagan accomplished a lot of wonderful things as President.
I disagreed with the first President Bush who gave in to the Congress and raised taxes. I disagreed with Bush II who did not use his veto on a Congress that was out of control. I was grateful that it was Bush and not Al Gore.
We used to hear you don’t shoot a race horse when they are 7 out of 10 races. We need to be careful to remember all that we agree on within our party with our elected officials, if we just disagree on one or two issues.
I would rather have a Republican in office versus a Democrat. Look at the platform and there is no question. I would like to share “”How to elect a Democrat in Utah.””
The Tone we take is telling. It is one thing to disagree and another to demonize the person. It gets back to what I learned as a child. I can condemn the actions but can treat the person with respect.
A friend of mine said, “”if you are right there is no reason to be angry and if you are wrong you have not right to be angry.”” The media can hurt us if we have an angry voice. Do not confuse passion with anger.
Tactics is a tough one. How is it possible that in the most Republican district we elected Bill Orton. We had inappropriate discord among ourselves. And then we had discord against our opponents You know the electorate had had enough. We can’t let that happen again. We have a 12 year incumbent Democrat because we beat each other up. And we had outside groups buy advertising that demonized the local Democrat.
That advertising doesn’t work here in Utah. As much as we tried to keep the national media out because Utah is different. Civility means something in this state. Don’t go negative.
We need to get him out of there. He supports bad policies. He is not a bad guy. I want us to be FOR something not just against something.
We can be successful with the right, tone, temperment and tactics. Thank you.”
6/18/2011 12:56:18 PM Introductions Bruce Hough “Grover Norquist is a good guy. He has lived his life with one mission in mind, limited government and lower taxes. His organization was started by Ronald Reagan and conferred upon him 25 years ago. He has held people accountable for the taxes that they voted for.
He keeps pretty active at Wednesday meetings to improve. He sits on the NRA board. His dad had a shooting range in his basement when he was a kid. Grover reminds me of a dryer that can shrink that coton tshirt. He is putting the heat on shrinking taxes. He has been married 6 years and has two young girls.”
6/18/2011 12:59:18 PM Speaker Grover Norquist “It is a delight to be here in Utah. I grew up in Massachusetts before my family migrated to the US. We are not sending people who will make government more responsive and smaller.
Reagan Republican in Hatch and Senator Lee (applause). In Congress Chaffetz and Bishop are solid votes. What were you thinking when you sent us Jim Matheson. So you only have two votes and Nancy Pelosi has 2 votes. There are two teams in American politics and they want to go different directions.
Our team that wants limited government and doesn’t wan’t to be pushed around. When we meet everyone is active in politics because on the vote moving issue they want to be left alone. If we were to go around the table then they would support us.
We do not have everyone being taught – Heather has 2 Hunters (versus has 2 Mothers)! We simply ask to be left alone. The home school movement doesn’t tell you that you have to follow their choice they just want to be left alone. Communities want to be left alone and trasmit their feelings to their children. We don’t agree on all things but we do agree that government should leave us alone.
Around our table not everyone has to agree on 20 points. We all agree to have aur elected officials just to leave us alone. We should all be free.I got a call from a New York reporter when Hillary gave a speech that the Progressives ought to have a meeting like I had of 150 people of diverse backgrounds.
I wondered who would be around Obama’s table. Trial lawyers, welfare movement, and those who are employed to keep them fed. Also those who get grants. Those who sell light bulbs that don’t light rooms. There is a long list of things they have that you must do and cannot do. It is longer and more tedious than Leviticus and they want the governmetn to enforce this.
This is the “”Take coalition.”” Well organized government will take and give as it wants.
If we do our job properly and stop having taxes and rein in spending. If we don’t let them gnaw on tax payers, they will gnaw on each other. Our job is to not give them more money so that when we meet them in the next election there are fewer of them.
They are made up of competing parasites. So step one is to not raise taxes. Necessary but not only enough. We have those who have taken the pledge. Your delegation has signed the pledge never to raise taxes. And nobody from my state of Massachusetts. We need to make the Republican party the one that will not raise your taxes.
This has made it easier to vote for Republicans. It is easy to go to a store and pick up a Coke because you know what it is. But if you find a rat in the bottom of a Coke bottom you won’t buy it.
Republicans who vote for tax increases are rat heads in a Coke bottle. They damage the brand for everyone else. We need to maintain and strengthen and build on this commitment. Thank you for sending a delegation except for Matheson.
Two, stop spending so much. And that was a challenge for Republicans for a number of years. Bush walked in and said all the right things and then spent too much. Not enough Republicans said anything. That changed with the advent of the Tea Party. They are the sixth wave of immigration in to the Republican party.
We became a 50 party state because of Goldwater. Reagan completed the process. The step one wave of immigration to the Republican party was because of Goldwater. We were told that it would finish us. In the early 70s pro-family movement with Phyllis Schlafly. Late 70s Pat Robertson and Falwell brought in more. The press would always say that we had gone too far.
But those who were in towns and cities would say that it was terrible that there were now 50 people in their caucus versus 10.
Having more participants is a good thing. 1980 failed President race of Pat Rogins. Then Ron Paul’s legion of people came in 2008. And now the Tea Party movement in 2009. I know the Tea Party says that they don’t have leaders.
The ones who made it possible was Nancy Pelosi, Harry Reid and Barack Obama.
We are bigger and stronger because of this growth. The other team will scare people out of their party. It takes a while to get people to move out of Democrat. Sometimes it takes an Obama and millions of people are starting to move our way.
We need to focus on spending less. Paul Ryan has put forth a budget. 40 members of the Senate.
Don’t raise taxes, tax reform to reduce credits, and reduce top rate to 20%.
Take 77 welfare programs and block grant them to the states. We need to make sure that Medicare wil be there for older people.
Obama care has destoryed Medicare. It needs to be with consumers and patients making decisions, not DC. When you listen to people in DC, listen carefully. Obama will say we have a deficit problem.
Repulicans say we have a spending problem.
On deficit you have two ways to fix – cut spending or raise taxes. We say No, No, No. Democrats and taxes are like young men on a prom date. They just keep asking and our job is to say No. It doesn’t do any good to say No, No, Yes.
We belive the King is spending too much money. There are two things that we can do:
Spend less.
Have the underlying economy grow.
Lower margincal tax rates, cap gains taxes, trial lawyers drop in the Pacific.
Republicans have a list that Democrats have been fighting. Ryan plan is a 6 trillion dollar in lower spending. The reason we shifted from billion dollar problems were the old world.
The other team isn’t stupid, they are evil. We can’t assume that because we are right they will do the right thing. They know that cutting spending is in vogue. So now he is announcing that they should take away “”tax expenditures””. They say that the lowest tax rate on capital gains is what they want to take. Their position is that if the government failed to take from you then they must have given it to you.
That sounds pretty goofy but that is their theory. They had the stimulus theory take 800 billion from those who earned it and pass it to others who would get rich and make everyone else rich. Millions of Americans have lost jobs.
Hatch and Lee have taken a lead on the constitutional amendment for a Balanced Budget. It would require 2/3 vote to raise taxes. This is a particularly important piece of legislation. They have gotten every Republican to come in the Senate.
We have three things to do in the next couple of years.
1 Regain Republican control of the House. You must send two more.
2 We need 60 Reagan Republicans in the Senate. Bush had a majority but we couldn’t beat the filibuster. You can’t make significant changes without it. There we 23 up for Senate that are in Red states. Bush and Rove gave away the seats in 2008 that they should never have lost, but now we can change that tide. We could finally decide to not become Europe.”
6/18/2011 1:29:16 PM Business Enid Greene “I think you can see why he has been a great advocate for the Republican cause and the cause of freedom. That was a great explanation of our position. Thank you for coming.
CC&B report. One of the things that we discovered at our last convention was that we approved conflicting amendments. We wanted to make sure that we had things ready before our conventions.”
6/18/2011 1:30:38 PM Report Clair Ellis “Thank you. This is an awesome sight. The report is about 3 and half minutes. I want to thank each of the members of the committee. We met 3 times in the last few months. We met for 4 hours at our last meeting. I appreciate them participating.
The Republican party in the state is a cooperative union of the 29 counties. We were all elected as State and County delegates. The members of the conventions elect their representatives at the county levels.
There is a division of authority and checks and balances. To amend the constitution takes effort and that is done for a reason. The constitution allows the bylaw committees to perform functions. The Constitution committee members can not be party members. A change requires approval by both groups, the committee and the larger committee of you.
There are a few that we will discuss that have not been approved by the committee. They will require a 2/3 vote here today. There were 700 proposals sent.
1 We meet four times a year
2 We take the time to review each one
An example was that we would require a 20% group that could require a Roll Call vote.
Another example was that we be required to have an electonic voting method.
Another would require that we allow completely open meetings
Another would require that we not require Republican at caucus. We will look in to this later.
Another was requiring mailings for amendments which could be a large cost and perhaps liability.
Another proposal was apportioning based on registrations versus voter counts.”
6/18/2011 1:39:52 PM Business Enid Greene “This is not a short process. They have gone through a lot so that what you are presented with today are the best products. Before we move to each issue. We voted to include at this point to discuss the “”Delegates Rights Amendment”” proposed by Dave Duncan.
As we have been going through this process we discovered that delegates cannot bring things from the floor because it violates the notice requirements. Following Roberts Rules you have the right to receive things ahead of time to study and review. We do not have the ability to waive the notice requirements. We can wave rules but we can’t waive notice. Those delegates who stayed home have the right to not have new things spring up here without them knowing. That is why, as Chair I am going to make a ruling and a suggestion.
Let me see if we can explain the process. The ruling of the Chair is that is is not proper to consider the amendment offered by Dave Duncan it will violate the requirment.
I think it is wrong to not have an opportunity to bring things to the floor. I think there is a loop that we need to fix.
I would like to entertain a resolution directing the CC&B committee and SCC to provide at the next convention a proposal that will allow for submissions. We have to require notice and sponsorship number. It should require some geographical element. My suggestion today is that we pass a resolution to step forward with a proposal.”

6/18/2011 3:02:22 PM Debate Keri Witte “We need to stand up and fight for our platform. That includes the rule of law. Our platform is like a contract with our voters.
HB116 violates the platform
A work permit for those who have lived from May 10 is wrong. There are no background checks and it makes Utah a sanctuary state.
This give status to illegal aliens. It rewards illegal behavior. This is amnesty.
This gives status to those who have violated our laws.
Only those who registered will be committed. Identity theft has happened. If the elected officials passed this it is not safe for us.
Vote yes.”
6/18/2011 3:04:28 PM Against Mark Shurtleff “You know my priority is to protect Utah families. This will help us fight the immigration. The federal government has failed to do its job. I need more help and resources as well as tools.
It will allow us to fingerprint and tax them. This will give me money to work against the worst of the worst. With limited resources I have done my best.
In February I asked for a million dollars and couldn’t get it. HB116 will help to end identity theft. Don’t repeal.
It makes it a crime. We can also make arrests. A vote for this resolution is a vote for inaction. That is amnesty. We can not stand for that. Join me in support and help me have the tools to fight crime.”

I know that immigrants want a piece of the dream. If you can’t defend state and country then you are not a nation. It is not an end of the world if we repeal.”
6/18/2011 3:17:48 PM Against Curt Bramble “Fellow delegates I support HB116. There are many on both sides of this debate. The federal government does not take care of this. They mandate that we pay for all of their services. As Republicans we should not continue this unfunded mandate.
We have the penalty at 10x of the federal amount. This has an enforcement measure and will penalize companies that hire illegal workers. The federal policy has made this country a sanctuary.
The penalties and other actions will make this work. To not have action means we return to the same that we are.”

6/18/2011 3:31:48 PM Speaker Mike Lee “I wanted to share with you a book that I got in my office the other day. “”The benefit of socialization”” The rest of the book is adorned with socialst and communist regimes. There is also a list of things that show hope. The book is Blank!
It reminds us of something that we don’t talk about enough. Socialism kills it is not just a bad idea.
It kills ingenuity and other free ideas. This Hunter Solomon is able to sell this in book stores for 18.00/copy.
We want to foster creativity. We kill creativity everytime that we move towards socialism. We lose incentive. When someone has a good idea they should be able to reap the rewards and have the government not take away that benefit. It kills jobs.
One of my constituents came to DC and he owns some franchises for fast food. He told me that as a result of Obamacare he will lose his business. Unless we defund or repeal or fight in the courts, which I will do. Until then he’s going to lose his entire profit margin. Based on the estimated health care cost he will have to shutter his doors.
We have to stop this thing. In addition to killing jobs and ingenuity. Obama care and socialism is hazardous to your health.
There is a drug that can help with breast cancer. After it had been approved by FDA the Obama FDA said that they will not approve the use. This is rationing. We have to say that we will stop.
We will not raise our debt limit without cut, cap and balance. This cut, cap and balance. We will break every toy in the sandbox until we get the Balanced Budget Amendment passed.
I will not support any candidate for federal office that will not fight this fight. This will reverse the march to socialism. We need your help to pass this balanced Budget Amendment.”
6/18/2011 3:40:14 PM Speaker Orrin Hatch “Thank you fellow Republicans. I was glad to wait. I will be short. You have had a long day and it has been interesting. I appreaciate you participating in this Democracy.
Obama is trying to Europeanize our country. The PM of Israel was in the office. He has been a friend of mine for 20 years. Obama’s ideas are not acceptable to the Israeli’s and not to us either.
Every problem that really amounts to trillions of dollars. This comes through the Senate Finance Committee. There will never be another conservative as tough as I am to head that committee. In 2013 I can head that. We will have to turn things around. Our country is in real, real trouble.
First is the presidents commission that said we have 2 years to fix power. There is not a person in the White House who has ever created a private sector job. You wonder why the situmulus bill didn’t work.
For all the time that I have been there we have never had a fiscal majority in the Senate. We have won some battles on the President but the fact of the matter is that we can not get control of both the house and the senate.
I am proud to stand with Mike Lee. Every balanced budget amendment in the past I was there to propose it. In 1992 I had 67 votes and then the day before the vote we lost John Hunt of PA. We lost by one vote. We would not be in the mess we are in today if we had won.
We have all 47 Republicans as cosponsors. Even the liberal Republicans.
Now we have to find 20 Democrats. If we don’t win it this time we will in 2013. I’ve got to tell you that this all runs through the finance committee. Utah will never have another Senator on this committee.
We need to get rid of Estate taxes since they hurt families. We need to secure Medicare and Medicaid for the future. We can straighten these things out.
We have to repeal Obamacare.
I want to close by saying I am impressed by this convention. I am impressed that you have taken time out to participate. It means a lot to me.
Do you realize that when President Obama took over the bottom 40% didn’t pay income tax. Now it is at 51% who don’t pay tax. 23 million get refundable tax credits. We are building Europe in to our system where up to 60% of citizens who are on the dole.
Utah would be dead on a whole bunch of issues if we didn’t have experience.
We worked hard with Bishop and the Governor to get rid of the Wild Lands BS. Secy Salazar is going to appear at the Grand Canyon again.
We hve to rally and stick together and fight back. This is a country worth saving.
God bless all of you and this State.”

6/18/2011 3:56:45 PM Favor Kirby Glad “Many counties want to allow for elected alternates. There is also the case that not every county has a functioning chair in every precinct. There is also the problem with the Precinct Chair not acting. This will return to the local county control of this issue.
Whenever you give free agency it can be misused.
But the agency is being granted to us within the counties. We will make sure that we will do this in a responsible way.”
6/18/2011 3:56:50 PM Against Don Guymon “Do you ever feel like we are doing things by the seat of our pants and not following procedure. If you look at the issue closely then you will see that this will become even more free. It could put a friend or something else. This is ambiguous and unclear. I don’t want there to be a mistake when we are voting for a governor and Senator.
I encourage to reject the motion.”
6/18/2011 3:58:46 PM Favor Thank you for letting me speak. My experience this week in a small county we allocate according to voter strength. We have spread across Indian reservation. We get 2 delegates from those precincts. There are only 44 total delegates. We could not find replacements. We went to the next closer precinct to get a delegate. We already have limited delegate votes but our county may lose a vote if we can’t appoint replacements.
6/18/2011 4:00:35 PM Against There is a solution to that problem. It is an underfilled region that addresses that problem. Understand what we are doing here is to take away authority from the precinct level. If you are for grassroots you must vote against.

6/18/2011 4:52:18 PM Report Gary Herbert “Thank you to everybody. I am impressed that you are all still here. I want to express my thanks.
I want to propose a couple of ideas. I don’t know if you have read about our convention in the media, that we were going to have a big fight here for the heart and soul of the party. It was going to decide who runs the party. As the Republican Governor that thinking is a bunch of bunk. What the naysayers don’t understand is that debate and discussion helps our party. We want to get together and balance budgets and immigration. On the idea of immigration I welcome the debate and discussion. I know that we will not find a solution until the federal government enforces the law and secures the borders. The reason why we get together is to have this discussion.
That is the heart and soul of the process. The heart and soul of the party is alive and well. Thank you for what you have done today.
Although we see the federal government reluctant how to step up on immigration, they seem to talk about education, health care and public lands.
No to Obamacare and we won in Florida. That’s why I have been in DC and have told them we will fight them. We have worked to defund and Salazar reversed.
I know that the fight is not over. We need to stay on top of this issue.
I am gratful to be in a State that is ready to take on tough issues. We put our principles in to action. We are fiscally prudent. We have sensible business regulations. We want to grow our economy. What would have happened if DC followed Utah. They wouldn’t have to raise the debt celing. Our sister states are awash in Red ink. Our economy is growing. Utah is leading this nation out of the economic recession.
Let me conclude by saying I want to grow the economy, create more opportunities and protect the quality of life. I will protect the principles that unite us. I want to lead by example for the rest of the country. We will continue to defends utah’s ability to take care of its own problems.
It is an honor to serve with you. I am a proud American but I am exremely grateful to be a Utahn.”
6/18/2011 4:59:05 PM Report Rob Bishop “This is a formal occasion for me. For the 7 people who are still here, I have missed my plane to Brigham City. Jason and I are happy to be here.
The world is run by those who show up but also by those who stay here.
Washington is better, it just aint good. I want to tell you a few things that are going better in Washington. I am glad that the House requires that bills come through 3 days before they are read on the floor.
We have had open debate on all bills. Even though the Senate is still run by Reid. In the House I am glad that Jason is still there. We need to have 4 members there who get it.
We recognize in the House that if we follow Obamas path we will be worse than Greece. We have to deal with entitlements. We are not cutting those programs but our goal is that when my kids are eligible they will have it. If we don’t work on it now then it will not happen.
I am pleased that the Wild Lands was stopped by us. Although the Senate has failed to pass a budget for the past 3 years we have passed one that is back at the 2006 numbers. We will force the debate to go in that direction. I am happy that we have people who will defend the Second Amendment.
Also I am part of the Tenth Amendment task force. If we only cut some spending and don’t change our relationship with states then we will miss. We need to empower states to be on equal footing. We will be working on the Repeal amendment which is that 2/3 of the states should be able to override an agency or Congress. This is to balance the power. If 2/3 of the states thinks there is a problem with a policy in Washington, then chances are there is a problem.
The first thing is to control our border when it comes to immigration. Our border patrol does a great job. They are woking when they are allowed to do their job. Border can do anything on private property but on public porperty they can’t do it. 80% is a place where Border Patrol can’t do their job. The choice of entrance is coming through the Tucson sector. 51% come through that corridor. The border patrol doesn’t destroy the environment. 40% who come through are guessed to be the ones who are coming through. Drug cartels don’t care how they use the land.
We need to build the fence. We have to suspend some regulations and I am working on it. For the Patrol they should be able to do their job. That is the first step. We have to do first things first.
I am commited to security and changing the direction of our country. Fund military and pass laws that create private sector jobs that grow the economy.
I am working for a victory in this next election.
Thank you for being here and I am proud to be here.”
6/18/2011 5:09:02 PM Report Jason Chaffetz “Thank you. Rob Bishop is one of my favorites. He is fun to be around. It is an honor and privilege to be in Congress. America is the greatest place. Men and women have heeded the call to their country. And the challenges we face.
I went to see the Triple Deuce and over 500 are going to serve. They are leaving the families and businesses to serve. I had the opportunity to talk to them. I think that every one of them would like to be there.
We are the United States of America. You wear the uniform with pride. You focus on the mission and fight to win.
They are doing the heavy lifting and that is what makes our country great. We need to do things here at home. For far too long we have strayed from the Constitution, fiscal displine, limited government.
The national debt and expansion of government is our single biggest loss. We are 14 trillion in debt. 600 million/day on the debt.
I am here to help clean it up. There are 162,000 additional federl workers on the payroll. I have suggested that we should cut the work force by 10%.
Year after year we have spent over 350 million private property. We have acquired more land than the entire state of Florida. We need to give the land back to private property.
We have 149 countries that receive money from us. We need to fix our home before those countries.
The TSA we can not give up our civil liberties. Earmarks were the business. The rest of our delegation still wanted them. We don’t have them since I was there.
The debt celing was less than 700 billion. We are now working on keeping it lower.
Cut, cap and balance is a new website that you should look at.
NCLB we want to repeal and there shouldn’t even be a Department of Education. Thank for staying here. We are best when we stand on principle. Let us always remember that we stand on principle.
Our country is in peril. We have a military that serves and we need to stand up too. We need to share with our neighbors. We need people who want to be part of the solution. I encourage you to be involved. There is a difference.”
