The Utah State Republican Party Organizing convention was held at South Towne Convention Center. This was well attended for an “odd” year and people stayed until the very end.

6/18/2011 10:22:23 AM Introductions Enid Greene “It is a great privilege to stand before you. I wish you could all have seen and heard what I did. At the risk of someone saying that I am mixing church and state I will say this.
I spent four days this week up on the Mormon trail at Martin’s Cove this week. I was at Rock Creek where the Willy Handcart company was. I stood in the place where over 64 people froze to death. I stood next to the gravesite of the 13 people who died in one night.
As I reflected on their experiences and difficulties I pondered what it took for them to complete the journey in the face of hardship. They were able to do it because they believed in what they were fighting for and they believed in pulling together. As I thought about this convention I realized that we have something in common with them. Everyone in this state is a spiritual descendant of those that founded this state and community. We are all here because we believe in our country. We believe in the principles that we are discussing today. We believe that we are protecting the principles that are in the Constitution. Power from God and setting limits on governments so they don’t take those rights away.
The challenge we have is that we all agree on the principles but don’t agree on how to get there. Some are going to feel exalted and some will feel disappointed and frustrated. But as we leave here today, whatever the outcome we will be united. We will pull together because the people who truly disagree with us are not in this room. They are at another convention. It will be easier to pull to together when this is over if we treat each other with respect.
We can be passionate, but not personal. If you will work with me I will do my best to follow the rules and give everyone a fair shake. And in the end we will do what you want and need to do.
If you are willing to have a convention where we can disagree but respect each other and will follow the rules then stand up now.

I would like to give a brief report of a challenge brought forward by Nancy Lord. She also has filed a suit. We passed a special rule to suspend her status until after the lawsuit.
The credentials committee ruled that the Salt Lake County rule could stand. A year passed. There was an opportunity for due diligence but none was taken. She did not take the timely action. The committee tabled and a hearing just barely happened on Thursday evening.
Two ballots for special medical reasons want to vote early. We need passage by the body to allow the vote to be cast.”

UFRW has formed 3 new clubs. Utah Valley, Summit County and Northern Utah. We now have 10 total clubs. 800 women are meeting regularly. We need more women. As the GOP women get stronger the party will get stronger.

But then said, “”we don’t want exciting representatives. We want dull representatives who come to serve and then go back to their work after their service.””
I know a few people at the top and some of them know me. A reference from the delegates is of greater value. These grassroot endorsements are worth more to me.
If I had supported automatic delegates then I would ask you to not endorse me.
We will need money that we get from traditional supporters. When we move to a new grassroots party we will get more money from other businesses. We will get more people involved and register new Republicans as we attract new people to the party.
Delegates this is a critical election. There are differences between the challengers and the status quo. HB477 and HB116 are symptoms of what is wrong with the party. I plan to vote for the repeal of HB116 resolution. I opposed the SCC veto power which still lingers on the docket.
I propose the voters right document. I hope that we get to discuss and vote on this.
Our leaders have set a date that is 2 days after the Democrats caucus. I vote that we have it on the same night.

I am confident in the outcome when the grassroots decide. In consideration of the choice for chair today, will the convention be held in a fair way?
I would not seek endorsements from elected officials.
I pledge to you a process that will allow for equal access. I strongly favor the precinct approach with organization from the county party. The county parties should work on the grassroots.
This approach was used in Weber County #9. We beat out a Democrat. The candidate did well. I would like to take this approach to the state. I strongly support getting money from grassroots rather than endorsements.
The party must raise funds to support activities. At our most recent meeting a budget should have been presented and was not. I would work with the rules to produce a budget. Doing so helps in fundraising and avoids financial trouble like 2 years ago. It is important to follow the rules.
I submitted for this convention that recordings be made of committees. I want us to have a better party.”

Where interested Republicans meet in their caucus. Delegates then interview candidates at close range.
Campaigns are won on sound ideas, not sound bites. Delegates control the outcome of the election. This treasure of ours is being threatened by a slow eroding authority.
Party leaders in some counties are allocating delegates to other than the grassroots.
Party leaders do not permit recordings of committte meetings and do not take roll call votes. They do not allow us to hold them accountable for their votes.
I do not appreciate the leaders who don’t follow the rules. I wish they would just follow the constitution and quit fighting the delegates on this. Today I stand in the breach and I earnestly call on party leadrs to not steal delegate authority. You can elect new leadershiop. Those who will follow the rules.
We could refuse to credential illegal delegates and flow the power to the grassroots.

I love to serve with Enid Mickelson. She serves on the redistricting and budget committess. We have a good time keeping people on their toes. We need to spend our money wisely.
The national party is the only group that can help with the presidential campaign.
Mike Seevus has rejuvenated the foundation and has reached out as a unifier. We appreciate his service. 20 years ago I was running for the chairman of the state republican party. Here is the thing I kind of feel that way now. When I am around you on a Saturday I feel young and energetic. I am glad that we have a group of people here on a Saturday that are concerned about the direction of this country.
It is good to be a delegate. It is great to be a Republican delegate. It is great to be American. To speak without fear and make decisions that will help our party and country. For those of you who are new to this party, I congratulate you for engaging in this process. You have a say in the directions of you communities and this nation. We are a conservative movement that ushered in the Reagan era. There is momentum building in our country.
This is a nation that will follow the right path.
I disagreed with Reagan on some things. I disagreed with his amnesty program. Adams and Jefferson had a prett nasty campaign fight but they were not enemies. I agree with them more than I disagree with them. Reagan accomplished a lot of wonderful things as President.
I disagreed with the first President Bush who gave in to the Congress and raised taxes. I disagreed with Bush II who did not use his veto on a Congress that was out of control. I was grateful that it was Bush and not Al Gore.
We used to hear you don’t shoot a race horse when they are 7 out of 10 races. We need to be careful to remember all that we agree on within our party with our elected officials, if we just disagree on one or two issues.
I would rather have a Republican in office versus a Democrat. Look at the platform and there is no question. I would like to share “”How to elect a Democrat in Utah.””

The Tone we take is telling. It is one thing to disagree and another to demonize the person. It gets back to what I learned as a child. I can condemn the actions but can treat the person with respect.
A friend of mine said, “”if you are right there is no reason to be angry and if you are wrong you have not right to be angry.”” The media can hurt us if we have an angry voice. Do not confuse passion with anger.
Tactics is a tough one. How is it possible that in the most Republican district we elected Bill Orton. We had inappropriate discord among ourselves. And then we had discord against our opponents You know the electorate had had enough. We can’t let that happen again. We have a 12 year incumbent Democrat because we beat each other up. And we had outside groups buy advertising that demonized the local Democrat.
That advertising doesn’t work here in Utah. As much as we tried to keep the national media out because Utah is different. Civility means something in this state. Don’t go negative.
We need to get him out of there. He supports bad policies. He is not a bad guy. I want us to be FOR something not just against something.
We can be successful with the right, tone, temperment and tactics. Thank you.”

His organization was started by Ronald Reagan and conferred upon him 25 years ago. He has held people accountable for the taxes that they voted for.
He keeps pretty active at Wednesday meetings to improve. He sits on the NRA board. His dad had a shooting range in his basement when he was a kid. Grover reminds me of a dryer that can shrink that coton tshirt. He is putting the heat on shrinking taxes. He has been married 6 years and has two young girls.”
6/18/2011 12:59:18 PM Speaker Grover Norquist “It is a delight to be here in Utah. I grew up in Massachusetts before my family migrated to the US. We are not sending people who will make government more responsive and smaller.
Reagan Republican in Hatch and Senator Lee (applause). In Congress Chaffetz and Bishop are solid votes. What were you thinking when you sent us Jim Matheson. So you only have two votes and Nancy Pelosi has 2 votes. There are two teams in American politics and they want to go different directions.
Our team that wants limited government and doesn’t wan’t to be pushed around. When we meet everyone is active in politics because on the vote moving issue they want to be left alone. If we were to go around the table then they would support us.
We do not have everyone being taught – Heather has 2 Hunters (versus has 2 Mothers)! We simply ask to be left alone. The home school movement doesn’t tell you that you have to follow their choice they just want to be left alone. Communities want to be left alone and trasmit their feelings to their children. We don’t agree on all things but we do agree that government should leave us alone.
Around our table not everyone has to agree on 20 points. We all agree to have aur elected officials just to leave us alone. We should all be free.I got a call from a New York reporter when Hillary gave a speech that the Progressives ought to have a meeting like I had of 150 people of diverse backgrounds.
I wondered who would be around Obama’s table. Trial lawyers, welfare movement, and those who are employed to keep them fed. Also those who get grants. Those who sell light bulbs that don’t light rooms. There is a long list of things they have that you must do and cannot do. It is longer and more tedious than Leviticus and they want the governmetn to enforce this.
This is the “”Take coalition.”” Well organized government will take and give as it wants.
If we do our job properly and stop having taxes and rein in spending. If we don’t let them gnaw on tax payers, they will gnaw on each other. Our job is to not give them more money so that when we meet them in the next election there are fewer of them.
They are made up of competing parasites. So step one is to not raise taxes. Necessary but not only enough. We have those who have taken the pledge. Your delegation has signed the pledge never to raise taxes. And nobody from my state of Massachusetts. We need to make the Republican party the one that will not raise your taxes.
This has made it easier to vote for Republicans. It is easy to go to a store and pick up a Coke because you know what it is. But if you find a rat in the bottom of a Coke bottom you won’t buy it.
Republicans who vote for tax increases are rat heads in a Coke bottle. They damage the brand for everyone else. We need to maintain and strengthen and build on this commitment. Thank you for sending a delegation except for Matheson.
Two, stop spending so much. And that was a challenge for Republicans for a number of years. Bush walked in and said all the right things and then spent too much. Not enough Republicans said anything. That changed with the advent of the Tea Party. They are the sixth wave of immigration in to the Republican party.
We became a 50 party state because of Goldwater. Reagan completed the process. The step one wave of immigration to the Republican party was because of Goldwater. We were told that it would finish us. In the early 70s pro-family movement with Phyllis Schlafly. Late 70s Pat Robertson and Falwell brought in more. The press would always say that we had gone too far.
But those who were in towns and cities would say that it was terrible that there were now 50 people in their caucus versus 10.
Having more participants is a good thing. 1980 failed President race of Pat Rogins. Then Ron Paul’s legion of people came in 2008. And now the Tea Party movement in 2009. I know the Tea Party says that they don’t have leaders.
The ones who made it possible was Nancy Pelosi, Harry Reid and Barack Obama.
We are bigger and stronger because of this growth. The other team will scare people out of their party. It takes a while to get people to move out of Democrat. Sometimes it takes an Obama and millions of people are starting to move our way.
We need to focus on spending less. Paul Ryan has put forth a budget. 40 members of the Senate.
Don’t raise taxes, tax reform to reduce credits, and reduce top rate to 20%.
Take 77 welfare programs and block grant them to the states. We need to make sure that Medicare wil be there for older people.
Obama care has destoryed Medicare. It needs to be with consumers and patients making decisions, not DC. When you listen to people in DC, listen carefully. Obama will say we have a deficit problem.
Repulicans say we have a spending problem.
On deficit you have two ways to fix – cut spending or raise taxes. We say No, No, No. Democrats and taxes are like young men on a prom date. They just keep asking and our job is to say No. It doesn’t do any good to say No, No, Yes.
We belive the King is spending too much money. There are two things that we can do:
Spend less.
Have the underlying economy grow.
Lower margincal tax rates, cap gains taxes, trial lawyers drop in the Pacific.
Republicans have a list that Democrats have been fighting. Ryan plan is a 6 trillion dollar in lower spending. The reason we shifted from billion dollar problems were the old world.
The other team isn’t stupid, they are evil. We can’t assume that because we are right they will do the right thing. They know that cutting spending is in vogue. So now he is announcing that they should take away “”tax expenditures””. They say that the lowest tax rate on capital gains is what they want to take. Their position is that if the government failed to take from you then they must have given it to you.
That sounds pretty goofy but that is their theory. They had the stimulus theory take 800 billion from those who earned it and pass it to others who would get rich and make everyone else rich. Millions of Americans have lost jobs.
Hatch and Lee have taken a lead on the constitutional amendment for a Balanced Budget. It would require 2/3 vote to raise taxes. This is a particularly important piece of legislation. They have gotten every Republican to come in the Senate.
We have three things to do in the next couple of years.
1 Regain Republican control of the House. You must send two more.
2 We need 60 Reagan Republicans in the Senate. Bush had a majority but we couldn’t beat the filibuster. You can’t make significant changes without it. There we 23 up for Senate that are in Red states. Bush and Rove gave away the seats in 2008 that they should never have lost, but now we can change that tide. We could finally decide to not become Europe.”

The Republican party in the state is a cooperative union of the 29 counties. We were all elected as State and County delegates. The members of the conventions elect their representatives at the county levels.
There is a division of authority and checks and balances. To amend the constitution takes effort and that is done for a reason. The constitution allows the bylaw committees to perform functions. The Constitution committee members can not be party members. A change requires approval by both groups, the committee and the larger committee of you.
There are a few that we will discuss that have not been approved by the committee. They will require a 2/3 vote here today. There were 700 proposals sent.
1 We meet four times a year
2 We take the time to review each one
An example was that we would require a 20% group that could require a Roll Call vote.
Another example was that we be required to have an electonic voting method.
Another would require that we allow completely open meetings
Another would require that we not require Republican at caucus. We will look in to this later.
Another was requiring mailings for amendments which could be a large cost and perhaps liability.
Another proposal was apportioning based on registrations versus voter counts.”

We voted to include at this point to discuss the “”Delegates Rights Amendment”” proposed by Dave Duncan.
As we have been going through this process we discovered that delegates cannot bring things from the floor because it violates the notice requirements. Following Roberts Rules you have the right to receive things ahead of time to study and review. We do not have the ability to waive the notice requirements. We can wave rules but we can’t waive notice. Those delegates who stayed home have the right to not have new things spring up here without them knowing. That is why, as Chair I am going to make a ruling and a suggestion.
Let me see if we can explain the process. The ruling of the Chair is that is is not proper to consider the amendment offered by Dave Duncan it will violate the requirment.
I think it is wrong to not have an opportunity to bring things to the floor. I think there is a loop that we need to fix.
I would like to entertain a resolution directing the CC&B committee and SCC to provide at the next convention a proposal that will allow for submissions. We have to require notice and sponsorship number. It should require some geographical element. My suggestion today is that we pass a resolution to step forward with a proposal.”

There is a drug that can help with breast cancer. After it had been approved by FDA the Obama FDA said that they will not approve the use. This is rationing. We have to say that we will stop.
We will not raise our debt limit without cut, cap and balance. This cut, cap and balance. We will break every toy in the sandbox until we get the Balanced Budget Amendment passed.

Obama is trying to Europeanize our country. The PM of Israel was in the office. He has been a friend of mine for 20 years. Obama’s ideas are not acceptable to the Israeli’s and not to us either.
Every problem that really amounts to trillions of dollars. This comes through the Senate Finance Committee. There will never be another conservative as tough as I am to head that committee. In 2013 I can head that. We will have to turn things around. Our country is in real, real trouble.
First is the presidents commission that said we have 2 years to fix power. There is not a person in the White House who has ever created a private sector job. You wonder why the situmulus bill didn’t work.
For all the time that I have been there we have never had a fiscal majority in the Senate. We have won some battles on the President but the fact of the matter is that we can not get control of both the house and the senate.
I am proud to stand with Mike Lee. Every balanced budget amendment in the past I was there to propose it. In 1992 I had 67 votes and then the day before the vote we lost John Hunt of PA. We lost by one vote. We would not be in the mess we are in today if we had won.
We have all 47 Republicans as cosponsors. Even the liberal Republicans.
Now we have to find 20 Democrats. If we don’t win it this time we will in 2013. I’ve got to tell you that this all runs through the finance committee. Utah will never have another Senator on this committee.
We need to get rid of Estate taxes since they hurt families. We need to secure Medicare and Medicaid for the future. We can straighten these things out.
We have to repeal Obamacare.
I want to close by saying I am impressed by this convention. I am impressed that you have taken time out to participate. It means a lot to me.
Do you realize that when President Obama took over the bottom 40% didn’t pay income tax. Now it is at 51% who don’t pay tax. 23 million get refundable tax credits. We are building Europe in to our system where up to 60% of citizens who are on the dole.

Although we see the federal government reluctant how to step up on immigration, they seem to talk about education, health care and public lands.
No to Obamacare and we won in Florida. That’s why I have been in DC and have told them we will fight them. We have worked to defund and Salazar reversed.
I know that the fight is not over. We need to stay on top of this issue.
I am gratful to be in a State that is ready to take on tough issues. We put our principles in to action. We are fiscally prudent. We have sensible business regulations. We want to grow our economy. Utah is leading this nation out of the economic recession.

Washington is better, it just aint good. I want to tell you a few things that are going better in Washington. I am glad that the House requires that bills come through 3 days before they are read on the floor.
We have had open debate on all bills. Even though the Senate is still run by Reid. In the House I am glad that Jason is still there. We need to have 4 members there who get it.
We recognize in the House that if we follow Obamas path we will be worse than Greece. We have to deal with entitlements. We are not cutting those programs but our goal is that when my kids are eligible they will have it. If we don’t work on it now then it will not happen.
I am pleased that the Wild Lands was stopped by us. Although the Senate has failed to pass a budget for the past 3 years we have passed one that is back at the 2006 numbers. We will force the debate to go in that direction. I am happy that we have people who will defend the Second Amendment.
Also I am part of the Tenth Amendment task force. If we only cut some spending and don’t change our relationship with states then we will miss. We need to empower states to be on equal footing. We will be working on the Repeal amendment which is that 2/3 of the states should be able to override an agency or Congress. This is to balance the power. If 2/3 of the states thinks there is a problem with a policy in Washington, then chances are there is a problem.
The first thing is to control our border when it comes to immigration. Our border patrol does a great job. They are woking when they are allowed to do their job. Border can do anything on private property but on public porperty they can’t do it. 80% is a place where Border Patrol can’t do their job. The choice of entrance is coming through the Tucson sector. 51% come through that corridor. The border patrol doesn’t destroy the environment. 40% who come through are guessed to be the ones who are coming through. Drug cartels don’t care how they use the land.
We need to build the fence. We have to suspend some regulations and I am working on it. For the Patrol they should be able to do their job. That is the first step. We have to do first things first.
I am commited to security and changing the direction of our country. Fund military and pass laws that create private sector jobs that grow the economy.
I am working for a victory in this next election.

I went to see the Triple Deuce and over 500 are going to serve. They are leaving the families and businesses to serve. I had the opportunity to talk to them. I think that every one of them would like to be there.
We are the United States of America. You wear the uniform with pride. You focus on the mission and fight to win.
They are doing the heavy lifting and that is what makes our country great. We need to do things here at home. For far too long we have strayed from the Constitution, fiscal displine, limited government.
The national debt and expansion of government is our single biggest loss. We are 14 trillion in debt. 600 million/day on the debt.
I am here to help clean it up. There are 162,000 additional federl workers on the payroll. I have suggested that we should cut the work force by 10%.
Year after year we have spent over 350 million private property. We have acquired more land than the entire state of Florida. We need to give the land back to private property.
We have 149 countries that receive money from us. We need to fix our home before those countries.
The TSA we can not give up our civil liberties. Earmarks were the business. The rest of our delegation still wanted them. We don’t have them since I was there.
The debt celing was less than 700 billion. We are now working on keeping it lower.
Cut, cap and balance is a new website that you should look at.
NCLB we want to repeal and there shouldn’t even be a Department of Education. Thank for staying here. We are best when we stand on principle. Let us always remember that we stand on principle.

All of you need to understand the kind of quality people. We don’t always agree and we should celebrate that. We need to have vigorous and energetic debate. I love our Republican federal delegation. They are trying to get the federal government to do the right things.
We are delivering results here in our state. Because of the policies we have deliverd. We make the tough decisions. We have had the debate and made the right choices. That is why Utah is the greatest place to live. I hope that you will continue to support us so that we can stay in balance and not be in debt. So that we have an education systme that is our top priority.”
