I have met with you at dinners and conventions. Some of us have gotten our daubers down. Some of us have been disappointed. I don’t think that it is just we are right and they are wrong.e
Here in Utah Repulican majority is safe at least of snow. In Utah we will dominate. Nevade yused to be a good state. Arizona is trending blue. Marjiojuans in Colorado and guns illegal. Utah is trending in a different direction. We need ton e awrea and welcome it.
Utah is number 4 in percentage increase in minority pollution. We can not afford to write off. The most important question is which candidate cares more about people like you. What made Reagen who he was.
Was it optima and ideas and believes. His charisma was off the charts. What making the working class vote of the Rean who won in 49 states. Itw as because they believed that people cared about people like them.
We need to show people that we care about them. Once you can face sincerity you have it made. You have to actually care about people.

Against – Arturo there are those whoa want to raise to 2/3 or 70%. It will be an elite group. Their rethread is that if we don’t do it then they will create another system. All threats and discussions are on this. We asked our party leadership for facts on this. We need a plan of action and consqueestnces.
If we give in to blackmail today then who will stand tomorrow. Vote not to increase threshold. 60% works for Utah.
Favor – Dwight string ham – We should not vote out of fear. THis is allowing us to change the rules. If we raise the threshold. then it is because it is not to another route. Bring it down to two . Then it is just a matter of numbers. We don’t need to be a anny party.

Against – Fred Cox – If you look at the survey, that 77% that thinks they want it. Only 42% are somewhat in favor. 2/3 were happy with 60% threshold. RIght now we have good people that run against incumbents. If the incomenbt does not believe they are at risk to lose then they don’t listen to the delegates. If we carais the threshold then more reaches go.

Todd wailer (FAVOR) – I have been a delegate since 1998. We used 70% threshold. I am here to tell you that I think it was a mistake to bring down to 60%. The system is under attack is a for reason.
Against – Lisa Shepherd – Incumbent protection act. If you get in to a primary then we end out with bloody candidates and it reflects the caucus vote. This only affects statewide and congressional seats. It will take the campaign managers and we may be creating flyover counties.
Favor – I support this agenda. 2/3 i have seen it work We had a situation that had a lady running agsint establishment. It went to a primary because she was unknown but won with the biggest landslide. At 60% we make it much easier to allow special interest to control our caucus.

Sen Neider a houser – it is a pleasure to be here today to talk ago utthe state legistlarture. We have a Replubclian Govern and a super majority plus Replican. This is because we have consertive principles. We have fiscal conservatism. We awn tot balance budget. We have some concerns with what is doing on in Washington.
I want to talk about Utah though. i ahd a constituent send me an email. He was concerned about the solvency of taste State of Utah.
What are our unfunded liabilities? Medicaid, transportation (matintentnace).
We have today a funded liability of 76%. This is troubling for us and for you. Thanks to Sneator Dan LIljenquesit and dealt with this issue. We now have a tiered system that will get rid out our defined beneficent and will become 100% funded over the next few years. This will put us on financial sound ground.
Are we borrowing? THNo. We never borrow for operations and pension payments. We cut first if we need to. Instead of raising taxes or borrowing money we cut. If we do borrow it is for buildings and roads and it is for 7 or 15 years. The reason we have a AAA bond rating.
Is that states income enough?
We have some challenges aged. seven if we don’t expand Medicaid it is growing at a significant pace andd is taking more budget. It will take up all transpaortion and education funds so we have to address these issues now. 27% of our budget is from federal funds. Do you think the federal government is going to conteinu with this. We are going to have to deal with less funds. We had a some great legislators with Ivory and Henderson

Lockhart – Thank you fstayind and being so dedicated. You have elected a strong delegation in DC> CLearly it is an uphill climb. Let’s be honest the real action is here in Utah. The real action is int he states. Because of the hard work we have a balanced budget. We have 100s of millions in rainy day funds. We have insfratstruct and make goods and services abailav.

When I look at wha tis going in our country I don’t feel like starting with a Joke. We have a chairman who understands that we were way behind technologically. That is being addressed and will never happen again. H
He undersatansdd that we need to raise more money. He is doing an extraordinary job and we are supporting him. I have thought a lot about the roles we play.
When you have to fill out the IRS you have occupation. Stend, attorney, moomo and other things. I started thinking about what I am going to put on that IRS form later on. We are seeing an erosion of our fundamental rights by our Presendient and administration. This is not hyperbole and red meat. This is not exaggeration.
We know we didn’t have enough time to save our Americans. How did you know there wasn’t going to be enough time.
The AP phone tap and now they found out that they have been used and they don’t know what to do about it. WHen you think about an administration that swoops up phone records of 20 different different reporters including the House line that should give you a cold chill.
We have a service Center in Ogden here. They didn’t send the dirty work to CUT but in OH, DC and CA. If there is a heavier hand of government that clenches their hand round the neck, then there is nothing worse that hearing you have an IRS audit.
When the President uses the IRS to discourage the free exercise of idea in this country. then we are dangerously close to become ing a theird world country.
Wht do I do for a living? From now on when I file I am going to say – “Patriot” That is not more important than mom or wife but my country needs me to stand up and say proudly that I am a patriot. we are all patriots and we will not stand for our rights to be undermined in our rights.

Proposal #1
Clair Ellis – under our party constitution delegates are allocated on Repuluican strength. Salt Lake and Wasington counties have made a local decision to assign one s tate per precinct. County parties may allocate according to their judgement. It will have to be done by the bylaws.
This enables the large counties to do what they are doing without being disrupted
Against – I am against this proposal because of the second part. I don’t’ want them to be able to combine. we got from 3 precinct chairs who weren’t coming to us having 5 that showed up. I want my precinct heard every time.
Favor – Purely for the effect that if we are trying to find and bring more people to understand what we do, then this gives that opportunity to those that are not greatly represented.
Against – There is an issue with smaller precincts but this is not the right way. Franctionla amounts could be utilized. The allocation might also not be even. Some precincts would get partial. This problem needs to be solved this proposal does not do it.
Favor – So every square inch has to be allocated a precinct. If we combine like we do in Utah County we need to be ablet o do this. In rural counties is a way that we are able to allow a delegate.
Against – POINT OF INFORMATION – What is the Republican Strength formula?
TW – it is based on how they vote for the top four elected officers.
Motion to Amend – SKyler Birdside (motion fails)
Against – Weber County – this same sponsor comes up with something to gerrymander a way for precinct delegates will be selected. If there are problems that need to be addressed but let’s not make this in to a gerrymander thing Chicago style type politics. Deserving precinct to less deserving
Favor – This affects our county a bit. Park Valley and Grass Creek. He has one that is 90 miles from the next precinct. We should drive it down to the grassroots at the County. This is something that each county should take a look at.

Against – I would like to speak against this one. We have not alternates in SLCounty for good reason. The state central committee had some intimidation but I think we should leave this with the chairs.
Favor – I think this puts the counties in the driver seat. Some counties do this so the precincts to be in the driver seat. It also lets the people make the choice locally. There can be pressure for the chair to appoint certain people.

Proposal #4 – majority required
John Hohlbauch – preferential voting is explained in Roberts Rules. This allows our precincts to have the option. I heard horror stories of balloting from other precincts. Mine only took four for me.
Against – I feel that the discussion is multiple rounds is better. It may take longer and keeping people feeling they have a voice.
Favor – THis is very important. It reduces the time for balloting. No on is going to come back to 6 hours. When I first was there I didn’t understand it. But it is very powerful and reduces the time. The precinct is in the drivers seat.
Against – Historically it has been better to make the decision locally. However consistency in training is very important. If we are to adopt a proposal like this then that would be a significant challenge. We must be consistent.
Favor – I think the move today to support power at the precinct level is good. THis is generally good and allows them the option. If there are valid concerns then they can choose not to.
Against – I am not opposed to the IRV per se. I think this should not be in the Constituion versus the bylaws. As I have researched and studied math and tabulation then I am concerned.
I think this experiment belongs in bylaw and not in Constituion.
Favor – I have been in a precinct where we were the only one. One lady have to leave to take care of the kids. The only legitimate concerns relate to training on the website.
Against – I am a fan of IRV but in this implementation the math can arise from the two county delegates. In an election where there is more than one victor.
When there is only one then there is no problem. But when you have multiples then it gets to be a real problem with once of seven versus two of seven.

Exact wording of the Compact. The co-sponsors are good friends and people you know. The Compact contains important values. It balances justice and mercy. Good policy will include both. Against – We just passed #1 which addresses immigration. We failed this in Utah County. In 2011 and 2013 had a legislature that failed there as well. I move to

Against – We need to reach out. We have rejected every reasonable reform. It is time to recognize. Why are we so much against immigration.
Favor – We have just passed a first resolution that deals with compassion and this body has adopted of its own accord. The Compact has a lot of language that is conflicting with the prior. Let’s table and move on to other issues.
Against – With due respect the assertions are inaccurate. The compact does not speak about Amnesty. The Utah County voted on platform change. Both of these resolutions came in separately. TO the extent that we want to focus on our needs we should support the Utah Compact and vote on this issue.

CHerilyn Eagar – Next week congress is voting to defund the state of Utah. Here in Utah if we expand Medicaid we will be in an unstatusatiable position. We would stand to lose and the State of New York would gain. That is unfair to our star. Over 131,000 in Utah are uninsured in Utah and we would add 58% of them to the roles.
My father was a doctor and he said that one day the medical care would change once Medicare was passed. So I am speaking out strongly on this issue today. let’s support our delegation and pas this resolution.
Against – I want to make it clear that I do not support Obamacare. We have to be careful when we are talking about this issue. We have to consider who is involved in this. Because of recent legislation he was not qualified. He had to be rectified and he si a quadriplegic. I just want us see that considered here.
Favor – I am a medical provider and am for this. If you look n the editorial. I have worked witht he uninsured. I have struggled I would not change the system though and would not require you to pay for me.
Against – If this were a resolution to repeal obamacare then this would not be hard. But this resolution says that you need to take our tax money and instead of using it to take care of our people in Utah. We are going to pay for it one way or another.
Favor – Obamacare is nothing more than train wreck of more expenses and less benefits. By voting for this we do not want it and do not want to pay for it.
Against – Nobody wants to see Obamcare dead more than I do. We would oppose without taking the entire law. I wrote a college paper on the subject so I had to read the 2000 pages. If we oppose the expansion then we put the people who are required to go in on it to be at the IRS.
Favor – I took a look and the Supreme Court and we need to reject just the one piece.

Common Core is a set of one size fits all with a national tracking database. We think this is weakening the federal privacy laws. This also is leaving legislators out of the process. THe RNC passed by common consent. This is set up for Utah specifically.
Chaffetz endorses this. Senator Grassley has submitted a proposal to defund. I would like to conclude with a couple of important thoughts here. One of the national committee members said that if we believe in local control then oppose common core. We don’t have to give up on high standards to have local control.
POINT OF ORDER – WHen there are proposals we are voting on all?
TW – Yes
Against – 27 year educator I have challenged common core. The original documents. THey are not a curriculum outline. THey do not mandate assessments. Total control is left up to the local control. Our core can be local. Don’t throw out the baby with the bathwater.
Rob Biship – as a person I don’t like the Core. As a Congressman I think the decisions should be made by the state.
My concern is not witht ecommon core, but this administration is using this as a Hook and that should be clarified.
Against – I teach High School politics and have taught for 26 years. I voted for Norm Bangerter. The Common Core is a sset of goals and standards that does allow for local control. They choose their own goals. We just believe that they can have more. Lets wait for a better resolution.
Favor – While I respect the comments. My daughter goes to Maeser. She gets A’s except mathematics. During the last several weeks we had a long meeting so that we could chagne her position and classroom. THey cannot allow her to change her class because of COmmon Core. That is what the Counselor said in our meeting.
Against – I teach sixth grade. I taught this year. My sone asked me about it. I don’t think our curriculum has been diluted. I looked at the common core facts then you need to read about it. This Resolution is full of opinion. If you haven’t studied it then you have missed.
Favor – I want to just talk to delegates. In 2010 Marco Rubio the Administration bypassed cCongress when they changed NCLB IF people adopted Common Core. Mitt Romney disagrees because the Administration will move control.
Against – Not a congressman or teacher but just a mom. I support the standards because they support rigorous. This is a state led reform. It is coming from our states to solve a problem. I support my local board that creates the curriculum. I am voting no on this resolution.

20120315 Caucus Night results

We had a great turnout for our new, smaller Precinct. Of the 189 Registered Active Republican Voters we had 63 people show up to vote this evening (est 33%). Some of the fun moments were when people respectfully declined nominations either for themselves or for their spouse. I look forward to keeping in touch with our Precinct throughout the next 2 years. March 15, 2012 at 7:00 pm we will be meeting at Bonneville Elementary (1245 North 800 West) as a neighborhood to elect our precinct officers (Chair, Vice Chair, Secy, Treas) and one additional State delegate and one additional County delegate.

This meeting was held at the Provo Marriott. The room filled up nicely and peaked at around 3pm with 100 people. There were many there with camo on who had attended a Caucus training meeting just before this meeting that was put on by USA-ALL.

20120215 Meet and Greet (Gov and Senate)

This meeting was held at Challenger Academy in Salt Lake City. It was a good chance to hear from the Candidates. We were split in to rooms with about 8-10 delegates each and the candidates moved from room to room sharing their message for about 15 minutes. Some just presented and others went straight to Q&A. It was a great event. Thanks to Frank Anderson and the Independence Caucus for facilitating this.

20120131 Meet and Greet Candidates (Gov, 2nd, 4th, Senate)

This meeting was held at North Star Academy in Riverton. It was a good chance to talk with the Candidates. The format was different than any other event I have attended thus far. They had the delegates split themselves into 20 different rooms so that each candidate could start in a room and then rotate to another room every 7-8 minutes. I liked the format because a small group of us could shake hands and ask questions (if the candidate let us). Unfortunately some of the time slots ranged from 5-12 minutes, so that was a fixable error. That also meant the candidates started talking fast which made it hard to capture all that they said.

20120128 UT County Central Committee

This meeting was held at Dixon Middle School in Provo. It was an alright meeting. We spent 36 minutes to adopt the agenda; from 9:17 until 9:53 AM. Once we were done with that we were able to proceed to a debate on the key issue of the December 10th meeting and then able to vote.
